The position is in the Office of Audit (OA).

The following are the duties of this position at the EL-13. (Equivalent to the GS-13 However, if you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Lead various teams of lower-graded staff in ensuring highly technical and complex audits of IT systems and information systems security programs and practices conform to applicable professional standards and FHFA OIG policy.
  • Review work products prepared by team members to ensure accuracy and sufficiency of support for identified weaknesses in IT systems security and information systems program and practices, and compliance with applicable professional standards and FHFA OIG policy.
  • Conduct and/or review pre-audit and evaluation research of any prior audits reports, as well as related laws, regulations, policies, and procedures.

This notice is issued under the Direct-Hire authority. Using Office of Personnel Management (OPM) approved government-wide direct hire authorities, agencies may appoint candidates directly to jobs, without regard to the provisions of Title 5 U.S.C.3309 through 3318, for which OPM determines that there is a severe shortage of candidates or a critical hiring need. Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

Specialized Experience For the EL-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-12 grade level in the Federal service. EL-13 is equivalent to a GS-13
Specialized Experience for this position includes:
- Experience assisting senior level staff in preparing proposals for future audits of IT systems and information security programs and practices; AND
-Conducting pre-audit research of prior audit/evaluation reports, laws, regulations, and procedures; AND
- Participating in vulnerability assessments or penetration tests to identify security vulnerabilities.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below:
- Attention to Detail - Such as developing strategic plans.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience For the EL-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-11 grade level in the Federal service. EL-12 is equivalent to a GS-12
Specialized Experience for this position includes:
-Serving on teams conducting audits of IT systems and information security programs and practices to determine the degree of management effectiveness; AND
-Assisting the Contracting Officer's Representative (COR) with the review of contractor deliverables such as audit plans, reports, supporting documentation, or other deliverables.

In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below:
- Attention to Detail, such as monitoring implementation of recommended corrective actions.
- Customer Service, such as participating in briefings concerning contractors and proposals.
- Oral Communication, such as conducting briefings with management to discuss issues, status, and findings of IT audits.
- Problem Solving, such as planning and conducting security control test work.

Specialized Experience For the EL-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-09 grade level in the Federal service. EL-11 is equivalent to a GS-11
Specialized Experience for this position includes:
- Experience conducting interviews and walkthroughs to document program processes; AND
-Contributing to the development of recommendations to improve security measures to mitigate IT security risks.

In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below in their IT-related experience:
- Attention to Detail, such as reviewing work products prepared by team members to ensure accuracy and sufficiency of support for identified weaknesses.
- Customer Service, such as reviewing and approving payment of contractor invoices.
- Oral Communication, such as providing on-the-job training on use of electronic audit documentation system.
- Problem Solving, such as participating in audits of disaster recovery exercises to identify weaknesses in continuity of operations and make recommendations for ensuring the safeguarding of information systems and their availability in the event of a disaster.

OR You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. (In order to be creditable, education must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks). Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

Specialized Experience For the EL-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-07 grade level in the Federal service. EL-09 is equivalent to a GS-09
Specialized Experience for this position includes:
-Experience assisting in segments of audits or evaluations that led to the identification of system security vulnerabilities and risks.

In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.
- Attention to Detail, such as monitoring activities, performance, and availability of resources including mainframe platforms, distributed systems and communication services in support of internal and external automated systems.
- Customer Service, such as providing technical assistance to staff and customers and assisting with problem resolution
- Oral Communication, such as participating in meetings on job-related subjects.
- Problem Solving, such as using reasoning and deduction to find solutions to problems.

OR You may substitute education for specialized experience as follows: master's or equivalent degree, or 2 full years of progressively higher-level graduate education leading to such a degree. (In order to be creditable, education must be related to computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks).
