Summary

You will serve as the Division Chief of the Automation Standards Division, in the Office of Automation Safety under the Associate Administrator for Rulemaking for the National Highway Traffic Safety Administration (NHTSA). You will lead the development of new safety standards and regulations as well as the refinement of existing Federal Motor Vehicle Safety Standards (FMVSS) in connection with Automated Driving Systems ranging from partially automated to fully automated vehicles.

Duties

As a Division Chief for the Standard Division, you will:

  • Plan, initiate, and coordinate a comprehensive Federal Motor Vehicle Safety Standards (FMVSS) program for both light and heavy-duty vehicles by developing appropriate operational conditions and controls, special provisions, and/or guidelines related to equipped vehicles with advanced and automated technologies.
  • Conduct studies and identify research needs as required to ensure that methodologies and guidelines related to advanced and automated technology standards are practicable and reasonable in a systems engineering context.
  • Coordinate with other NHTSA Offices including the Research, Safety Program Development, Enforcement, National Center for Statistical Analysis, and Chief Counsel Offices in developing practical, necessary, and effective regulatory programs for advanced and automated vehicles.
  • Provide advice to the Director of the Office of Automation Safety on matters relating to standards development for advanced and automated technologies and recommend reasonable and practical goals for promulgation and implementation of standards.
  • Provide professional expertise on advanced and automated vehicle technology standards to the Associate Administrator, interested Government agencies, industry, and, in collaboration with the Office of Communications and Consumer Information, the general public to ensure that standards, regulations, and guidelines are practicable and reasonable in a systems engineering context.

The ideal candidate: NHTSA is looking for an employee who possesses the ability to lead and contribute to multidisciplinary group projects, has excellent written and oral communication skills, and has expert technical experience with automated vehicle systems or related fields, particularly in relation to safety.

CONDITIONS OF EMPLOYMENT:

  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • REMOTE WORK: This position may be eligible for Remote Work.  Remote work means the residence is the full-time official duty location. The difference in salary is determined by the locality pay in each location. Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience in leading people, products, and services in support and development of rulemakings, policy, industry standards, and/or motor vehicle equipment relating to the safety activities of the U.S. Department of Transportation.
  • Experience in evaluating, interpreting, and/or applying Federal laws, regulations, and/ or vehicle standards to the management of operations and budgets for transportation safety programs.
  • Experience communicating, coordinating and collaborating with agency, federal partners, industry and stakeholders on matters related to transportation safety.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Ability to influence, motivate, leads others, and adapt to leadership styles in a variety of situations.
  2. Knowledge of processes, principles, and stakeholder interests related to the development and promulgation of Federal motor vehicle laws and regulations. 
  3. Understands the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes federal partners, industry, and stakeholders on matters related to transportation safety.
