As a Supervisory Financial Management Specialist, you will:

  • Serve as a Financial Management Director for OCIO IT Working Capital Fund (WCF), other Departmental appropriations, and has responsibility for budgets, fund administration, cost accounting, billing, and other budget and funds control activities for the Office of the Chief Information Officer.
  • Be responsible for managing the WCF IT Budget, other Departmental appropriations, and performing the full range of complex analytical work associated with all phases of the budget process: (1) formulation, (2) justification, (3) presentation and (4) execution and (5) inventory reconciliation and for making analyses and recommendations to the CIO, Deputy CIO, and RMO ACIO. This position oversees WCF resources, other Departmental appropriations and is responsible for IT inventory. Serves as the principal advisor for developing and administering the budget for the agency's Pay, Compensation and Benefits (PC&B), professional development, and training; this information is adjusted and augmented as necessary through consultation with RMO Senior Advisor and/or ACIO.
  • Be responsible for reviewing and updating existing cost models and methodologies, and for leading business and cost analysis for the OCIO’s office to determine the financial impact of new technologies. Studies include resource requirements, financial costs, organizational realignments, overhead and operating expense requirements. This position creates, validates, and implements new cost models and methodologies once technologies are approved by the CIO, the WCF Steering Committee, or other Departmental IT governance boards.
  • Manage the procurement plan and oversees the day-to-day tracking of expenditures, including preparing and/or approving purchase requests. When preparing purchase requests, the incumbent works with others in OCIO to gather all necessary procurement information and works with the RMO team to prepare the PR and obtain necessary approval. This position leads the evaluation teams in concert with the Office of the Senior Procurement Executive (OSPE) to ensure that all requirements are acquired in a timely and efficient manner.   This position serves as the primary liaison with the OSPE for all WCF and Departmental appropriations related to IT services.

The ideal candidate of the position has expert knowledge managing budgets, fund administration, cost accounting, billing, and other budget and funds control activities for the Office of the Chief Information Office, and serves as the primary liaison for all WCF and other Departmental appropriations related to IT services.

  • FINANCIAL DISCLOSURE: Varies by position. If applicable, you may be required to file a confidential financial disclosure form (Office of Government Ethics (OGE) Form 450) or a public financial disclosure form (OGE Form 278e), within 30 days of appointment and annually thereafter.
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience operating a working capital fund or revolving fund. 
  • Experience validating invoices for financial accuracy against the obligated funding associated with the contract.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
  2. Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  3. Financial Management - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
  4. Financial Systems - Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
