Duties

You will provide advice and assistance in coordinating the budget development and budget execution processes within the DCO.

Being a CG civilian makes you a valuable member of the team.  Some of the typical work assignments include:

  • Providing guidance to all DCO budget officers and other subordinate DCO offices and units in the development and execution of annual spend plans.
  • Performing budget execution activities for multiple allotment funds involving the most difficult fund control activities, including adapting budgetary policies, analytical methods, and regulatory processes for use by the DCO directorate and subordinate entities. 
  • Monitoring and reporting the rate of obligations and execution of funds, including tracking and monitoring spend down of funds; notifying management of trends of concern to include overspending or obligation of funds.
  • Assisting, and providing guidance to program managers/budget officers in developing appropriate measures of effectiveness and evaluating program outcomes/results; identifying discrepancies, opportunities for improvement, and areas of focus for future budget submissions.
  • Evaluating multi-year resource and program implications to ensure operational budget submissions reflect senior management intent and DCO priorities. 
  • Maintaining current information on the status of all operation and support funds to identify potential problem areas, trends and deficiency situations, areas of imbalance, or similar factors that could impact the effective management control of these funds.

Qualifications

You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Applicant must meet 2 out of the 3 listed below.

  • Monitoring budget allocation and execution.
  • Conducting analyses, studies and surveys covering programs and operations.
  • Utilizing qualitative/quantitative methods for assessment and improvement of program effectiveness; 

You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Applicant must meet 2 out of the 3 listed below.

  • Utilizing qualitative/quantitative methods for assessment and improvement of program effectiveness;
  • Monitoring budget allocation and execution;
  • Performing in-depth analyses of budget requests.

  4. Knowlege of cost-benefit relationships between the budget (formulation and execution) and the affected program components to aid in the effective development of short and long-range budget plans and forecasts. 
  5. Skill in communicating orally and in writing.
