Summary

As an Acquisition Business Specialist, you will lead civilian agency or DoD Information Technology (IT) and Professional Services (PS) acquisitions through the pre-award acquisition lifecycle serving as a pre-award technical specialist.

This office is a full spectrum, cradle-to-grave acquisition, project and financial management service provider.

Help

This position is Category 2 with job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

The position is in GSA, Office of Assisted Acquisition Services (AAS), Acquisition and Procurement Center of Excellence (APEX). The Location of this position will be determined upon selection in one of the following States: the District of Columbia, Maryland, Virginia, Florida, North Carolina, Colorado, California, Washington, Illinois, Massachusetts, Georgia, Tennessee, or South Carolina (Candidate is required to reside or move to one of the states listed).

Major Duties include, but are not limited to the following:

  • Serves as an Acquisition Project Manager and leads at least one or multiple highly-complex, high-dollar acquisitions from acquisition initiation through contract or Task Order award providing technical advice to the client, contractors, and the Office of Assisted Acquisition Services regarding pre-award strategies and activities. Identifies, analyzes, strategizes, optimally schedules, and tracks acquisition milestones to ensure that the acquisition satisfies client’s mission needs.
  • Assesses, defines, and documents client technical and contractual requirements. Conducts market research and identifies an acquisition strategy to accomplish the client requirement.
  • Prepares the solicitation and related acquisition documents in accordance with the approved acquisition strategy. Ensures contract/Task Order type is appropriate for the client requirement and environment. Prepares the Independent Government Cost Estimate for a variety of contract types including cost-plus.
  • Serves as a GSA liaison to the client managing cost and schedule expectations. Solves acquisition challenges that may arise during the pre-award acquisition lifecycle and possesses strong writing skills.

  • Position security requirements are dependent on the position for which selected, and may be designated as Sensitive Compartmented Information/Top Secret, High Risk, Moderate Risk, or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. 
  • Undergo and pass a background investigation Tier 2 investigation level; or Tier 5 investigation level, you must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Any applicant tentatively selected for this (Top Secret or Sensitive Compartmented Information SCI )position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Appointment to the position will be contingent upon a negative drug test result.

The GS-12 salary range starts at $86,962 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is defined as experience in acquisition or project management, specifically from acquisition initiation through contract or Task Order award. Such experience must include: preparing written acquisition documents; analyzing and documenting contractual client requirements; and managing acquisitions.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of and experience in applying acquisition concepts, principles, and practices to perform requirements development, acquisition planning, and manage technical evaluation boards, including cost-plus and Task Orders. Knowledge of and skill in applying federal government acquisition laws and regulations such as the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Knowledge of fiscal laws, including federal policy and guidance on acquisition management, financial operations, client funding practices, and contractor cost and appropriations law to apply them to client requirements and acquisition needs.
  • Knowledge of and skill in applying analytical methods and techniques to assess client needs and technical and contractual requirements, resolve highly complex or dynamic client challenges, satisfy client expectations, provide expert and high quality client advisory services; and to provide sound business solutions and strategies that facilitate client mission accomplishment.
  • Knowledge of and experience in oral communication techniques. Knowledge of business and/or acquisition writing and skill in preparing high-quality written acquisition documents such as Performance Work Statements (PWS), Acquisition Plans (AP), solicitations, and Technical Evaluation Board reports. 
  • Skill in establishing and maintaining productive contacts with government and private industry.
