Duties

Help

Assists supervisor and other Finance and Administration staff members in performing the developmental assignments in support of data
science lifecycle to support data manipulation and processing functions assigned to higher level analyst.

Assists in the preparation of appropriate specifications and procedures review of computer systems specifications and materials, and instructions needed for assuring the adequacy of the projects design.

Assist the supervisor in determining the use of scientific methodology, processes, algorithms, and systems to extract insights from structured and unstructured data; and provides guidance for data-driven decision making.

Identifies and assesses relevant data sources validity and reliability to meet project needs; and collates, cleans, transforms, analyzes, and integrates structures and unstructured data from various sources in preparation for analysis.

Applies scientific, data mining, and statistical theory and methods to test hypotheses using structured and unstructured methods to improve customer experiences, anomaly detection, and business outcomes.

Qualifications

Eligibility Requirements:
In order to be eligible for the Pathways Recent Graduates Program, the following qualifications must be met:

  • Be a U.S. citizen;
  • Possess a qualifying associate's, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years.
Veterans: If you are a veteran, as defined in 5 U.S.C. 2108, who, due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, you shall have a full 2-year period of eligibility upon your release or discharge from active duty. In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study.

Basic Requirements:
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
or
  1. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

In addition to meeting the Recent Graduate Program parameters, applicants must meet the experience and/or education requirements listed below.

GS-07 Qualifications

Completion of 1 full academic year of graduate level education if it provided the knowledge, skills, and abilities necessary to do the work (Graduate Education: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement). or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree (Senior students can apply for positions prior to graduation and be considered for a GS-7 appointment based on their grades at the time of application. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership).

OR

1 year of specialized experience equivalent to the GS-05 level that demonstrates the ability to: analyze problems to identify significant factors, gather pertinent data, and recognize solutions; and communicate effectively orally and in writing.

OR

Combination of education and experience: The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

In order to be converted to a term or permanent position you will be required to complete 640 hours of employment. Only experience and education obtained by the closing date of this announcement will be considered.

A combination of education and/or experience may substitute for the specialized experience requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Program Completion and Conversion Requirement
At the successful conclusion of the Pathways Program, Recent Graduates may be eligible for conversion to a permanent or a term (1-4 years in duration) appointment. Conversion is not guaranteed.

Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Appointees must sign a Participant Agreement that sets forth the expectations for the Pathways Program.

The duration of an excepted service appointment in the Pathways Program is a trial period.

Appointment under the Recent Graduates Program may not exceed one year. Appointees may be non-competitively converted to the competitive service after successful completion of at least one year of continuous service, in addition to all of the requirements of the Recent Graduates Program.

If converted to a permanent or term appointment the intended targeted position will be Data Scientist, GS-156-09. Although, the position and FPL may change based on the need of the organization at the time of conversion. Interns must meet the qualification standards for the series and grade of the position to which being converted.

Upon conversion, promotion up to the full performance level may be made without further competition. However, promotion(s) will depend on the performance of the incumbent and are not guaranteed.
