Help
  • You will use Project Management knowledge, processes and tools to propose, plan, execute, and close-out multiple Ordnance and Energetics Manufacturing tasks or projects.
  • You will compose and present project documentation (e.g. cost estimates /proposals, project plans, schedules, spend plans, statements of work, etc.).
  • You will track project planning and execution information using Microsoft Outlook, Word, Excel, Power Point, Project, SharePoint and Adobe Acrobat software.
  • You will analyze, track and report on project status including budget, cost, schedule, technical performance, risk and quality.
  • You will be tracking project financial data using the Navy Enterprise Resource Planning (ERP) system including gathering financial information and building project structures.
  • You will communicate and resolve project status or issues with portfolio managers, resource managers, customers and suppliers.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower pay band NT-03 (GS-9/10 equivalency) in the federal service or equivalent experience in the private or public sector analyzing technical project management processes and procedures to identify problems and recommend solutions in support of ordnance or energetic project objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.

You will serve as an Administrative/Technical Specialist in the Motor Load Branch (M23) of the Explosives & Energetics Division of Naval Surface Warfare Center Indian Head

This announcement uses the STRL for Direct Support direct hire authority to recruit and appoint qualified candidates.

The full performance NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

This position is part of the Warfare Centers Personnel Demonstration Project.

This position is covered by the Department of Defense Priority Placement Program.
