The following are the duties of this position at the full working level.

  • Collaborates with business and technology partners to understand business needs, identify opportunities, and develop and implement analytical solutions.
  • Provide a robust data visualization platform to translate complex business needs, requirements and strategy, multiple data sets and other data points into conceptual, relevant, and straightforward visual tools, reports, and analytical solutions. The analyst uses extensive knowledge of business intelligence, plots, information graphics and quantitative data to design, prepare, test, validate and deploy compelling, insightful, and timely delivered data visualization tools.
  • The incumbent will work closely with HCO Labor Relations personnel to execute studies, use of sensitive data, and provide executive briefings for labor relations, labor contracts, bargaining strategy, settlement agreements, business unit outreach, and special projects. The incumbent's analyses and recommendations have a direct impact on influencing human capital policies and practices, union negotiation and improving the overall utilization of HCO resources.
  • Develop standard templates and data/information displays that communicate complete information in simple, insightful ways that accelerate decisions and improve accountability.
  • Translate abstract information and connection points among a variety of data sets, enabling the creation of accurate, clear, concise and near real time cross-functional reporting for IRS and Human Capital leadership to gain and/or improve insights which drive strategic decision-making and formal business actions.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.   • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. University Transcript must be provided.

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-11 SPECIALIZED EXPERIENCE: In addition to the basic requirements above, to be eligible for this position at the GS-11 level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position must include: Experience in usage reporting of analytics reports and dashboards, logistics support and training reporting, analytics governance, and data catalog support and reporting. Experience with the continued update and refinement of a group's analytics roadmap. Experience with the promotion and coordination of advanced analytics and data science demonstrations and reporting on the results of such activities. Experience with coordinating a data science knowledge base coordination and maintaining responsibility for its growth and improvement. Experience in coordination of data science and advanced analytics knowledge sharing, working with and organizing the Data Scientists to produce and distribute articles, presentations, and demos, and managing the logistics and reporting on these activities. Experience working with other team members to assist in the documentation of advanced analytic reports and dashboards, M/L (machine learning) and AI (artificial intelligence) applied to projects, and to document the definition of measures, facts and dimensions of effectiveness. Experience in assisting in the basic application of advanced quantitative analysis with a basic proficiency in scripting and analytics tools and platforms.

GS-12 SPECIALIZED EXPERIENCE: In addition to the basic requirements above, to be eligible for this position at the GS-12 level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position must include: Participation in data scientist activities including projects related to advanced analytics involving exploratory data analysis, descriptive analytics, and predictive analytics using machine learning. Assisting in the interpretation of requirements, conducting exploratory data analysis, assisting in the development or solution designs and other project artifacts, and performing tasks assigned for the effective delivery of data science and analytics. Participation in code reviews and assisting in the coordination of, and getting acceptance for, delivery item acceptance. Assisting in data extraction, data loading, data transformation, data and analytics governance, and data cataloguing for better and reduced time to insights. Application of professional knowledge of computer science, mathematical, statistical theories, techniques, and methods to gather, analyze, design, and assist in the construction of new processes for analytical modeling, model interpretation, and/or assisting in the reporting of quantitative information, data trends, data relationships, and data correlations among or within data. Working under a team lead to define advanced analytics, M/L (machine learning) and AI (artificial intelligence), and project objectives and assisting in the development of training data pipelines, and separately data modeling that leverages fact dimensional approaches and conformed dimensions.

SPECIALIZED EXPERIENCE FOR GS-13: In addition to the basic requirements above, to be eligible for this position at the GS-13 level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position must include: Experience applying design and implementation of data science and analytical methods such as exploratory data analysis, descriptive analytics, and predictive analytics using machine learning. Experience with solution design techniques, implementation approaches, and analytics. Experience carrying out advanced analytics tasks on projects such as data preparation to deal with data outliers or missing data. Experience in the use of relevant data science programming languages such as, R, Python, SQL, MATLAB, and experience using an integrated development environment (IDE) such as, RStudio. Experience applying effective communication, both orally and in writing to articulate findings and recommendations and to prepare reports and assessments for management. Experience in applying more than one data science model or algorithm and selecting the best using a performance metric like Area Under the Curve (AUC). Experience with the iterative processes required in carrying out data science projects such as identifying the business problem to be solved and data available to solve the problem, carrying out data preparation and feature engineering, and building models designed to solve the problem. Experience using data preparation methods, feature engineering, exploratory data analysis, predictive model creation, and designing and creating data visualizations. Experience with data analysis tools, data visualization tools, and data reporting platforms and tools such as PowerBI, Tableau, or other data analysis and visualization tools to tell stories with data and analysis (e.g., time series, cohort analysis, clustering analysis, trend analysis, principal components analysis, other data analysis).

  • This is a non-bargaining unit position.
  • Tour of Duty: Dayshift, start and stop times between 6:00 am - 6:00 pm.
  • Alternative work schedule, staggered work hours or telework may be available.
  • A recruitment incentive has been authorized for eligible, highly qualified applicants. The incentive will be $1,000 and will require a one-year service agreement. The service agreement details will be provided to new employees prior to entrance on duty. This monetary incentive will be disbursed as outlined in the service agreement.
  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
