The following are the duties of this position at the full working level.

  • Serves as an expert advisor who provides technical and administrative guidance on highly complex Disclosure/privacy issues including memorandum issued, Internal Revenue Manuals (IRMs), Treasury Inspector General for Tax Administration (TIGTA) reports, and technology.
  • Keeps abreast of recent developments in the field of Disclosure, including recent court decisions, technology, current legislative resolutions, or problems encountered within the TFA program. Evaluates the impact of the TFA and regulations on the organization's activities and coordinates necessary changes with internal organizations, such as the agency's information technology security office.
  • Serves as liaison to Appeals and Counsel as well as external customers and recipients to clarify and resolve complex issues pertaining to TFA requests.
  • Develops, implements, and maintains agency disclosure and confidentiality related policy and procedures for nationwide application to both internal and external customers with regard to the administration of the Taxpayer First Act.
  • Provides guidance and advice on the Taxpayer First Act and the laws ensuring compliance with this act. Reviews and evaluates the agency TFA requirements and develops plans, goals, and objectives for implementation and continual evaluation of the Appeals TFA program.

Qualifications

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-14 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes the application of legal, tax accounting, and Federal laws, regulations and precedent decisions. Preparing, reviewing or applying rulings, advisory letters, memoranda, etc., related to Internal Revenue Code (IRC) Section 6103, the Freedom of Information Act (FOIA) 5 U.S.C. § 552, Taxpayer First Act (TFA) 26 U.S.C. § 7803(e)(7), and/or the Privacy Act (PA) of 1974, 5 U.S.C. § 552a. Work that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as a privacy professional or government information specialist that required application of IRC 6103, FOIA, TFA, PA, and/or related Federal laws.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
