Duties

Help
  • Serves as the safety and occupational health specialist responsible for performing a large variety of technical, advisory, consultative, liaison, and coordinating duties related to the USAG Benelux safety and occupational health program.
  • Monitors and assists the command and supported organizations with the implementation of all statutory and regulatory requirements of the Army Safety program, including:
  • - Using the Army Safety Management Information System (ASMIS) 2.0 Assessments, Inspections and Surveys Application and the Hazard Management Application in support of current policy hazard analysis and countermeasure development.
  • - Occupational Safety and Health Administration (OSHA), host nation, Hazard Communication (HAZCOM), Hazardous Material Information System (HMIS),
  • - Risk management, contractor safety, safety/driver education, accident investigation and reporting, worker compensation, and collateral duty safety training and oversight.
  • Interprets safety and occupational health policies and procedures and provides sound technical and administrative assistance and advice to eliminate or control unsafe behavior and environments.
  • Review plans, blueprints, drawings, site safety and health plans, for various projects within organization to ensure that safe practices and safe physical standards are incorporated.

  • Pre-employment physical required (moderate lifting requirement up to 20 pounds)
  • Incumbent may be required to work nights, weekends, holidays and/or irregular duty hours commensurate with mission.
  • Regular and recurring survey and inspection work often exposes employee to operating industrial machinery, explosives and toxic chemicals, noise, fumes, material handling activities, and temperature extremes.
  • Incumbent must possess National Program for Playground Safety (NPPS) certification.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience required: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service performing the following duties: Plan, schedule, and conduct periodic safety, hazard and health surveys and field inspections of work sites, buildings, industrial areas, recreational areas, warehouses and Child and Youth Services facilities. Identifies and evaluates conditions, which may be hazardous to workers' health and safety and recommends and coordinates corrective measures/solutions to eliminate or control those hazards identified. Collect data or personally investigate and analyse accidents to determine root cause and contributing factors. Provide accident prevention training and disseminates safety promotional and educational materials, and seasonal safety campaigns. Review site plans, blueprints, drawings, site safety and health plans, processes and specifications for renovation, demolition, new construction and major modification to facilities and equipment for various projects within a multi-location Garrison disbursed across three countries within the Installation Management Command-Europe (IMCOM-E), organization to ensure that safe practices and safe physical standards are incorporated. A very good knowledge of chemical products and Expert Registration Evaluation Authorization and Restriction of Chemical substances (REACH) is required. Must be familiar with Army Safety Management Information System (ASMIS).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
