The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment.

Duties

Help

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Program Support Directorate, Division of Reclamation Support in Washington, DC.

At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:
1. Conducts policy and program analysis in support of initiatives, policies, and strategies affecting the Surface Mining Control and Reclamation Act (SMCRA) Title IV & Bipartisan Infrastructure Law (BIL) Abandoned Mine Land (AML) Reclamation Programs.
2. Provides advice and technical guidance on matters related to wide-ranging issues such as National Environmental Policy Act compliance and strategy, Environmental Justice compliance and strategy, National Historic Preservation Act compliance and strategy, data analysis associated with environmental reviews, and data analysis of State/Tribal Program Amendments.
3. Researches and disseminates information regarding pertinent legislative history, current and prior OSMRE regulations, applicable administrative functions, policies, and processes of other related regulatory agencies.
4. Provides guidance to the Program Support Directorate and Regional Offices on matters relating to the development, implementation, and maintenance of abandoned mine land and coal mining regulatory programs.
5. Reviews, analyzes, and prepares documents, such as briefing papers, standard operating procedures, technical papers, directives, and Federal Register Notices related to the AML Reclamation Program and ensures the documents are complete, accurate, and in accordance with established format for higher-level approval/concurrence.

OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-09: ($68,405 - $88,926) per annum.
GS-11: ($82,764 - $107,590) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (A) Education, (B) Specialized Experience, or (C) Combination of Education and Experience for the series to which you are applying.

GS-09

A. Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

OR

B. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting with policy and program analysis in support of initiatives, policies, and strategies related to Environmental matters. 2) Assisting with reviewing, analyzing, and preparing documents, such as briefing papers, standard operating procedures, technical papers; AND 3) Utilizing data bases for data input and tracking. Must Meet All.

C. Combination of Education and Experience: Combination of total qualifying experience and education required for the grade level that totals 100% of the requirement.


GS-11

A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

OR

B. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Developing policy and program analysis in support of initiatives, policies, and strategies related to Environmental matters. 2) Reviewing, analyzing, and preparing documents, such as briefing papers, standard operating procedures, technical papers. 3) Utilizing data bases for data input and tracking; AND 4) Reviewing documents in order to ensure compliance with environmental statutes such as National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act etc. Must Meet All.

OR

C. Combination of Education and Experience: Combination of total qualifying experience and education required for the grade level that totals 100% of the requirement.
