As an Underwriter, you will:

  • Serve as a technical resource staff person for the Multifamily Hub Director, to provide advice and guidance on matters pertaining to statutory and regulatory requirements and other administrative directives.
  • Assume responsibility for each assigned project's overall application, processing, construction, closing, management control, coordination and execution in accordance with HUD's published guidelines and guidance.
  • Serve as the primary point of contact for projects assigned with senior HUD management, the sponsor, representatives of other Federal, state and local government agencies, and other external organizations.
  • Conduct site visits, including environmental inspection, complete and/or oversee completion of all elements of HUD's financial and underwriting review, for projects requesting FHA mortgage insurance.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized Experience
for this position includes:
- Utilizing a range of concepts, principles, and practices to finance, originate, underwrite or develop construction or recapitalization of multifamily properties (5 or more units) such as: rental apartment or multifamily cooperative buildings with features such as commercial space, condominium space, age-restrictions or sites with environmental concerns.
Examples
of such experience may include:
- Providing technical advice and policy guidance on multifamily development financing and underwriting related issues; OR
- Approving, analyzing, designing, constructing, or operating multifamily apartments using FHA/HUD multifamily mortgage insurance programs, conventional multifamily lending, or subsidized housing programs. Subsidized housing programs include: Low Income Housing Tax Credits, Project-based Section 8 programs, Section 202 or Section 811 Capital Advance programs, Public Housing Programs, Rural Housing Service loans, or other multifamily mortgage programs with direct government subsidies; OR
- Providing oversight or performing underwriting functions, including analyzing and resolving obstacles to successful completion of multifamily housing loan origination or underwriting of market rate transactions and using multiple sources of financing on subsidized properties.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
