Duties

Help

As a PROGRAM MANAGER, you will perform program/project management in support of the Contracting Officer's Representative program.
Your duties include, but are not limited to:
- SME and advisor in support of the DCSA COR program and COR PM
- Provide trouble-shooting and day-to-day technical assistance to DCSA staff and acquisition professionals on all aspects of the DCSA COR program
- Advise and assist with DCSA COR program automation
- Be the functional expert and provide assistance for all COR user-related roles and responsibilities (i.e. PIEE, CPARS, etc.)
- Assist in the development, scheduling and providing of training to DCSA CORs and acquisition staff

Work Schedule Options: Compressed, Flexible, and Standard Schedules. DCSA primarily runs on Eastern Time.

Location: Location is negotiable after selection. Selection will not be based upon location. Candidate may have the option to choose remote or work from one of our office locations; Quantico, VA; Fort Meade, MD; and, Boyers, PA.

Remote: This is a remote position. Remote refers to work performed on full-time basis at your home address. As a remote worker, the incumbent is expected to meet all job requirements without regular access to government issued office space.

Telework: We support the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. DCSA requires, at a minimum, if you are assigned to a DCSA facility or leased space, you will report to the site 2 days per pay period. Hot seats and shared workspace are available.

Travel: CONUS Travel is required for this position, as either TDY or local travel. Some conditions for travel are meetings or training as directed or required to include, but not limited to: Annual Workforce Development Training, managers summits, procurement system training, Leadership Development Training Capstone Presentation, Performance Management Review, and Classified meetings.

  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • Employee is required to obtain Practitioner Program Management Certification within 60 months of entering into this position and is expected to meet all related certification requirements per the Department of Defense Instruction 5000.66.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:

  • Utilizing knowledge of program/project management concepts, principles, practices, and life cycle management concepts to assist with the planning, developing, integrating, implementing, operation, and maintenance of the Contracting Officer's Representative (COR) program.
  • Functioning as a COR SME in support of the DCSA COR program and COR PM, with duties such as CPARS and PIEE JAM/SPM troubleshooting, assistance, and reporting; COR appointment, training, and day-to-day assistance; and overall assistance in reporting and management of the DCSA COR program.
  • Providing the highest levels of customer service as the primary liaison for day-to-day COR, PIEE JAM/SPM, and CPARS problem resolution / trouble-shooting.
Specifically you will be evaluated on the following competencies:
  1. Project Management -Execute projects from initiation to sustainment to fulfill established requirements that meet specified outcomes and deliverables.
  2. Technical Competence -Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  3. Customer Service - Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Mission Statement
The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows:

-Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities
-Identify and neutralize foreign intelligence threats to the USG's trusted workforce and critical technologies
