Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

The Supervisory Program Analyst position serves as the STEM/Student Programs Unit Supervisor, AQS-111B.

Duties

Help

Applies experience and expert knowledge that are applicable to the AVS STEM program; Identifies opportunities for developing and marketing STEM activities to enlist student/organization participation.

Plans and executes of STEM activities and events; Develops and maintains a relationship with STEM programs in middle schools, high schools, colleges and STEM organizations; Evaluates programs for effectiveness; and makes recommendations for improvement.

Collaborates with external STEM educational programs along with AVS Services/Offices to ensure that STEM planned outreach activities and competitions are highly effective, raising awareness and nurturing of science and technology for the next-generation STEM workforce; Works with senior management to identify and resolve problems.

May act as a principal specialist to develop new and innovative approaches, methodologies, and techniques, or as a team leader to define and direct challenging projects/activities within the STEM program; and is a recognized subject-matter expert and provides leadership for the highly visible STEM Outreach Program under the minimal direction of a manager or executive.

Provides expert guidance and instruction, both internally and externally, to address diverse, complex issues which often cross multiple projects/programs or functional areas; Develops and recommends approaches to address current and anticipated problems and issues; Works with senior management to identify and jointly resolve problems.

Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities; Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements, broad policies and objectives; provides general guidance for addressing issues but often require the development of new approaches.

Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns; May create new solutions and policy interpretations, as situations require.

Collaborates with the AVS S/Os to identify opportunities within AVS for students - this includes student internships, fellowships, exchange programs, and temporary employment such as the FAA Minority Serving Institutions Program (MSI), Pathways, Secretary’s Internship Program, Temporary Student Program, and Targeted Hiring Programs.

Develops and maintains a relationship with colleges and universities, as well as conduct regular searches in the Workforce Recruitment Program (WRP) to connect with students who are eligible for PWD/PWTD On the Spot hiring - this includes developing a slate of potential employment opportunities within AVS; identifying funding sources for student positions; coordinating events and activities for the interns; and coordinating employment packages to ensure that students are on boarded timely.

Serves as a representative for the FAA STEM-AVSED Steering Committee and the AVS STEM Career Symposium.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas; Develops and recommends approaches to address current and anticipated problems and issues.

Directs the work of subordinate employees at the organizational unit level. Work usually includes routine project/program tasks based on established policies, procedures, and guidelines. Managerial duties affect employees in one organizational unit and include setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate.

Work activities impact directly on the objectives of the organizational unit. In some areas, the work may affect the organizational unit's internal and external customers.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience working in a STEM student program or other student program environment that may include Early Outreach (K-12), MSI (Minority Serving Institute) Internships, CEP (College Exchange Program), Presidential Management Fellows, and/or Gateways/Pathways
