Duties

Help

  • Direct and oversee the OPAE staff in planning and executing programs related to data and portfolio analyses and workforce planning.
  • Serve as the primary advisor to the Executive Officer and senior NHLBI staff on data science, analysis, and modeling techniques for budget, workforce, and scientific portfolio evaluation.
  • Develop and implement data-driven methodologies for budget forecasting, workforce analysis, and scientific portfolio evaluation.
  • Lead and manage a team of 12-18 staff members, including GS-14 Branch Chiefs, Operations Research Analysts, Data Scientists, Health Science Policy and Management Analysts.
  • Lead the OPAE team in applying data analyses and advanced data science approaches and tools (e.g., SAS, R, Python, Jupyter Notebooks) to support analysis, modeling, and forecasting activities.
  • Collaborate with NHLBI leadership to improve analytical methodologies and communicate results effectively.
  • Oversee the development of analytical models and methodologies for evaluating different programmatic options and outcomes.
  • Ensure data validity and integrity, including data cleansing, variable assessment, and appropriate use in analytical projects.
  • Provide expert analysis and advice on long-term resource needs and future program requirements based on complex data modeling.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements:

Thank you for your interest in the Supervisory Data Scientist, GS-1560-15, position at our agency. You must meet the basic Office of Personnel Management prescribed occupational series requirement described below:

The basic qualification requirements for a GS-1560 Data Scientist position are:
A. You must possess a Bachelor's degree, or graduate/higher level degree with a major study in mathematics, statistics, computer science, data science, or a field that is directly related to the position;

OR

B. You must possess a combination of education (at least 30 semester hours) and additional appropriate/related experience that is the equivalent to a major in mathematics, statistics, computer science, data science or a field directly related to the position.

In addition, in order to qualify for this position at the GS-15 level, you must have at least one year of specialized experience at or equivalent to the GS-14 level in the Federal service, obtained in either the private or public sector, which includes: managing data science programs and research activities to support organizational programs and decisions; providing guidance and expertise to management officials and program staff on data science techniques and methodologies in forecasting and improving program operations; coordinating and advising on data science programs and concepts with organizational officials and staff; and providing supervision or direction to other staff in managing programs and services.
