Summary

This position is located in the USDA Food and Nutrition Service, Office of Evidence, Analysis, and Regulatory Affairs. The incumbent manages multiple evaluations and research studies on USDA FNS Child Nutrition Programs. Most research projects take several years to complete. Day-to-day work includes reviewing project deliverables and coordinating research contractors and USDA staff.

Help
  • Use evaluation skills to design studies and survey projects that include formulating specific research questions, project objectives, hypotheses, and plans for testing hypotheses.
  • Maintains up-to-date expertise in relevant social science fields and research methods.
  • Keeps informed of national trends, legislative developments, research and progress of other agencies, and other relevant current developments
  • Makes good decisions in contract and project management, and applies up-to-date knowledge of government contracting to managing projects and coordinating with entities contracted to conduct studies on behalf of the Agency.
  • Composes and/or contributes to written interpretation of study findings, including preparation of talking points, study summaries, briefing papers, decision memos, and data-visualizations to communicate findings and policy options clearly.
  • Briefs supervisor and higher-level managers within the office on key study findings. During briefings, translates complex technical information into plain language understood by a nontechnical audience.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirement: To qualify for the Social Science job series, all applicants must meet at least one of the following degree requirements by the closing date of the job announcement:

Successful completion of a degree in behavioral or social science, or related disciplines appropriate to the position.

OR

Equivalent combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrates you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to the basic requirement you must also meet the minimum qualifications for this position:


To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as:

- Experience using and critiquing advanced social science research methodologies and rigorous study design and analysis techniques to conduct of program evaluation studies and analysis relevant to nutrition assistance or similar social service programs;
- Experience conducting quantitative and qualitative analyses of the impact of policy options using cost-benefit analysis, statistics, microsimulation, or other complex quantitative methods, including use of statistical programs such as SPSS, SAS, STATA, or R;
- Experience preparing written documents describing methodology used and results of research or qualitative or quantitative analyses of policy options, including decision memos, regulatory impact analyses, research briefs, and/or journal articles; AND
- Experience with management of complex projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

Assessment Hurdle: Applicant resumes will be evaluated through a Subject Matter Expert (SME) panel resume review on the following Competencies: Mathematical Reasoning, Oral Communication, Project Management, Research and Written Communication. Upon completion of the SME panel resume review, scores from the assessment questionnaire and SME panel review assessment hurdle will be combined into a rating.
