Duties

Help
  • Plans, coordinates, and executes Wild Horses and Burro placement events in compliance with program guidelines.
  • Reviews and investigates animal care complaints, makes recommendations, and takes action to repossess or reassign adopted/purchased Wild Horses and Burros when necessary.
  • Works with BLM public affairs staff to develop and implement public outreach strategies to raise awareness about the BLM’s Wild Horses and Burros Program and its mission.
  • Coordinates with contractors, veterinarians and animal care experts to monitor and maintain the health and welfare of Wild Horses and Burros.
  • Maintains accurate WHB records for Montana / Dakotas and ensures data entered in the National Wild Horses and Burro Program System

Specialized Experience at GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: working with wild horses in an off-range capacity (or equivalent), managing program data to track workload and accomplishments, and participating in or leading public events. Examples of work include but are not limited to: approving Private Care and Maintenance Agreements, conducting compliance inspections for wild horses and burros in private care, entering program data into databases, leading or working private placement events or other events, repossessing animals, transporting large animals using trucks and trailers, caring for/training horses/starting untrained horses, managing livestock operations/facilities, working with volunteers, and/or marketing and outreach, or equivalent private sector experience.

Education: I possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Physical Demands: Work requires long periods of standing, walking, recurring bending, crouching, stooping, reaching, and similar activities. The work also involves handling WH&Bs and includes lifting of heavy items.

Work Environment: Work is carried out in the office and in the field (e.g., holding facilities, off-range corrals and pastures, arenas, stockyards, fairgrounds, and other outdoor venues). The office work involves everyday risks and discomforts that require normal safety precautions.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.

Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy.
