Summary

This position is located in the USDA Food and Nutrition Service, Office of Evidence, Analysis, and Regulatory Affairs. The incumbent analyzes data using quantitative and qualitative methods to advise on development of Agency policy and programs and legislative initiatives. Incumbent maintains core knowledge of federal Child Nutrition Programs, policies, and regulations, and keeps informed of related national trends, legislative developments, emerging research, and other developments.

Help
  • Gathers and analyzes data using analytic techniques, spreadsheets, and/or statistical software. Provides an assessment of the economic, participation, and other impacts of potential program changes.
  • Assists in and/or designs, implements and manages routine and/or complex research and analysis projects.
  • Composes/contributes to written documents, including talking points, research summaries, briefing papers, decision memos, and data visualizations used to communicate findings of policy analysis/research and policy options clearly and concisely.
  • During briefings or meetings, translates complex technical information into plain language that can be understood by a non-technical audience. Represents the Office or Agency in interactions with other Agency staff and other Federal agencies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

BASIC REQUIREMENTS

To qualify for the Social Science job series, all applicants must meet at least one of the following degree requirements by the closing date of the job announcement:

Successful completion of a degree in behavioral or social science, or related disciplines appropriate to the position.

OR

Equivalent combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrates you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

MINIMUM QUALIFICATIONS

In addition to the basic requirements, you must also meet the minimum qualifications for this position:


To qualify for the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in private and/or federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  • Experience using statistical programs such as SPSS, SAS, Stata, or R to conceptualize, design, and conduct data analysis of large-scale nutrition programs utilizing extant data sources (examples include leading the development of cost-benefit analysis of proposed policy changes, regulatory impact analyses, research briefs, and/or journal articles);
  • Experience producing written documents that describe the methodology and findings of qualitative or quantitative analyses of policy options (examples include decision memos, briefing papers, talking points, regulatory impact analyses, research briefs, and/or journal articles); AND
  • Experience interpreting, summarizing, and communicating findings to explain and monitor trends in large-scale nutrition programs (examples include using survey design and analysis, statistics, and/or microsimulation to produce materials like decision memos, talking points, research briefs, and/or journal articles).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

  • Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

Assessment Hurdle: Applicant resumes will be evaluated through a Subject Matter Expert (SME) panel resume review on the following Competencies: Reasoning, Research, Writing and Oral Communication Upon completion of the SME panel resume review, scores from the assessment questionnaire and SME panel review assessment hurdle will be combined into a rating.
