Summary

As a Program Analyst, you will provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency/organization operations and management.

Location of position: GSA, Federal Acquisition Service, Office of Professional Services and Human Capital Categories, This position will be a virtual/full-time telework position.

Duties

Help

This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts.

  • Supports the OASIS, OASIS+ and HCaTS Programs, Professional Services Category and management with data analysis
  • Assists with performing administrative, inventory and assists with financial validation duties related to the OASIS, OASIS+ and HCaTS Programs using guided qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to assist with meeting deadlines and carry out the successive work/projects.
  • Applies guided instructions of system methods and functions to assist in the determination and maintenance of the consistency among data in various systems, such as Federal Procurement Data System – Next Generation (FPDS-NG) and Contract Payment Reporting Module (CPRM), FAS Sales Reporting Portal (SRP), Integrated Technology Solutions System (ITSS) and learning to identify conflicting and inconsistent data that requires resolution.
  • Assists with analyzing the issues in the assignment, then researching, selecting and applying accepted analytical techniques.
  • Supports a collaborative work environment. Performs other analytical and evaluative work to enhance their developing skill and experience base.

The GS-9 salary range starts at $59,966 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-7 level or higher in the Federal service.

Specialized experience is experience using analytical and evaluative techniques; utilizing qualitative and quantitative analysis; and assisting in conducting research and assisting in gathering statistical data.

OR

Possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD.

OR

Have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of management and agency/organization theory and principles, including standardized administrative practices and procedures commonly used by the agency/organization.
  • Skill in applying fact-finding and work related analytical and evaluative techniques to conduct studies; identify and develop data; prepare and deliver briefings and perform other analytical and evaluative work.
  • Knowledge and skill required to use qualitative and quantitative analytical techniques to research and gather information and use applicable work methods and procedures to complete each phase of assigned work/projects.
  • Knowledge of and ability to use applicable agency automated systems to gather, format and analyze various program, management and organizational information.
  • Knowledge of agency programs and activities; agency mission, policies, and objectives to apply analytical and evaluative methods and techniques to organizational and program issues or studies.
