Summary

Help

  • Serves as a nationally recognized and respected authority and Agency spokesperson on aviation acquisition, use, and disposal, as well as more widespread issues affecting the substantive agency mission in which his/her expertise is often sought due to extensive knowledge and experience in one or more program areas, to include the Aviation Policy, Exchange/Sale, and the Federal Aviation Information Reporting System (FAIRS). Manages aviation acquisition, use, and disposal related programs related to performance measures and the Interagency Committee for Aviation Policy’s (ICAP) strategic plan.
  • Leads the technical elements of the agency’s acquisition, use, and disposal policy development program with related activities of other Federal Government agencies and the organization, promoting mutual cooperation in areas that can be combined for more effective results. Plans and conducts pioneering work in aviation acquisition, use, and disposal, aviation data management, analysis and reporting, aviation policy development, and external aviation assessments, which present outstanding scope, difficulty, and complexity in unexplored or unpromising areas of investigation.
  • Acts as the focal point for the Federal Aviation Interactive Reporting System (FAIRS) program, responsible for FAIRS data management, analysis, and reporting and performs outreach and support for
    FAIRS users across the ICAP member agencies in an effort to assist in identifying opportunities to improve or streamline system operations.
  • Leverages knowledge of Federal Management Regulations to aid agencies throughout the fleet lifecycle, providing expert guidance on aircraft acquisition policy, recovering the residual value of aviation assets that require replacement during fleet aviation modernization activities, as well as declassifying, transferring, or disposing of aircraft.
  • Conceives and recommends projects, studies, initiatives or solutions designed to identify or develop ‘best practices’ in aviation safety and aviation operations that are of special interest to aviation program management and participates in unusual, controversial and sometimes highly sensitive aspects of aviation program management.
  • Reviews, evaluates and monitors the progress of Federal Government aviation programs in accomplishing Federal Government-wide objectives by appraising performance, progress, program status and trends against approved objectives, program goals, schedules, and policy for the management of Federal aviation programs.   
  • Perform additional administrative and special one-time projects that are of a time sensitive and confidential in nature which require extensive research and analysis and evaluation of a wide variety of aviation related information or data. Serves as a Facilitator for assigned subcommittees. Coordinate all Aviation Acquisition, Use and Disposal projects and programs.
  • Researches and produces aviation related policies, related guidance, manuals, handbooks, bulletins and other material. Organizes and facilitates meetings, conferences and seminars on legislation, policies, regulations, performance measures and standards, and management related matters.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one-year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).  You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Any applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Appointment to the position will be contingent upon a negative drug test result.

The GS-13 salary range starts at $103,409 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience serving as a technical advisor in in varied aviation program matters, specifically acquisition, use, and disposal and related programs/initiatives, policy development, and data management, analysis, and reporting.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of assigned aviation related responsibilities, aviation programs, and aviation related legislative history will enable the incumbent to develop and advise on aviation policies and implement aviation program goals. Knowledge of Federal laws and regulations, Federal Aviation Regulations, Federal Aviation Circulars, Executive Orders, and agency directives pertaining to aviation acquisition, use, and disposal and aviation data management, analysis, and reporting policy.
  • Knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically organizational performance measures and the ICAP strategic plan.
  • Knowledge of aviation acquisition, use, and disposal and aviation data management, analysis, and reporting that will enable the incumbent to apply experimental theories and new developments to problems not susceptible to treatment by previously accepted methods and to make decisions or recommendations that significantly change, interpret or develop new aviation policies or aviation programs.
  • Knowledge of aviation acquisition, use, and disposal and aviation data management, analysis, and reporting program management principles and practices.
  • Knowledge of ICAP member agency organizations, programs, missions, and functions will enable the incumbent to advise and persuade aviation program management officials to adopt new proposals and constructive changes in aviation policies.
  • Knowledge and skill in interpersonal relations as well as in verbal, written, and visual presentations. This includes knowledge and skill in communication and persuasion techniques to effectively obtain data and convey understanding and appreciation of problematic aviation issues, which may involve substantial resistance to change.
