Help

As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience. The evidence must be directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet these basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.

This position leads the SSS Information Technology (IT) Directorate. The incumbent will be responsible for developing and managing the Agency's information systems, strategies, policies, governance, security, and lifecycle.

Specific Duties

The incumbent carries out the specific responsibilities:

  • Responsible for planning, designing, testing, deploying and maintaining SSS IT infrastructure, systems and applications.
  • Establishes enterprise architecture processes to support a detailed framework that modernizes IT systems and business processes and allows for scaling in the event of a return to full operation.
  • Oversees IT governance frameworks, policies and standards to ensure compliance with the Federal Information Security Modernization Act (FISMA) and Federal Risk and Authorization Management Program (FEDRAMP) standards.
  • Implements robust cybersecurity measures to protect information assets from threats and vulnerabilities while balancing with operational need. Conducts risk assessments and ensures appropriate risk mitigation strategies are in place.
  • Establishes and manages an IT enterprise roadmap aligned with the SSS Strategic Plan that maps strategy to projects and investments.
  • Develops with other senior agency leaders a Future Years SSS Program and implements the Annual Performance Plan in alignment with the Agency Strategic Plan and budgets.
  • Plans and delegates priorities; sets and adjusts long- and short-term priorities and approves schedules for completion of mission-critical work.
  • Evaluates performance of subordinates and provides instruction to employees on both work and administrative matters. Interviews candidates for positions and appoints, promotes and reassigns to such positions.

Qualifications

Executive Core Qualifications (ECQs) - *Required Documentation*
The Office of Personnel Management has identified five ECQs. The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the SES and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential-not technical expertise.

ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: You must demonstrate the ability to lead people toward meeting the organization's vision, mission, and goals. FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation.

Mandatory Technical Qualifications (MTQs)- *Required Documentation*
MTQs are designed to assess an applicant's experience relevant to the specific position requirements. Each MTQ narrative response must 1) not exceed two pages per narrative statement; 2) include specific examples of your experience, education, and/or accomplishments; and 3) address specific challenges, contexts, actions, and results.

1. Demonstrate the ability to manage enterprise-wide information technology systems for a geographically dispersed organization, including demonstrated experience driving innovation or deploying change management initiatives while functioning as a customer-focused partner with senior leadership and stakeholders to solve complex IT issues and deliver high-profile IT projects within budget and on time.

2. Demonstrate the ability to manage a cybersecurity and privacy program that incorporates the organization's vision, strategy, objectives, training, audits, technology selection, vulnerability identification, and risk management.

3. Demonstrate the ability to manage a secure enterprise infrastructure to support activities such as data collection, processing, and dissemination applications and systems.

Challenge-Context-Action-Result(s) (CCAR) Model. CCAR Model is outlined below. When addressing the ECQs and MTQs, you are strongly recommended to utilize the CCAR Model. Each ECQ or MTQ statement should include more than one example of relevant experience.

  • Challenge: Describe a specific problem or goal.

  • Context: Talk about the individuals and groups you worked with, and/or the environment in which you worked, to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).

  • Action: Discuss the specific actions you took to address a challenge.

  • Result: Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills.

Your responses to the ECQs and MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.

In addition to meeting the requirements above, the 2210 series requires individuals to have IT-related experience demonstrating each of the four competencies listed below.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will conduct an initial qualifications evaluation of all the applicants who have provided the required documentation. Minimally qualified applicants will be rated and ranked by the SSS Executive Resources Board to determine the best qualified applicants, who will then be considered for a panel interview. Results will be presented to the Selecting Official for consideration. You will be notified of the outcome after completion of the selection process.
