  • Administers the Foreign Visit Request (FVR), short and permanent visits
  • Serve as the FDO technical expert who plans, develops, and implements National Disclosure Policy and procedures
  • Provides guidance on ITAR
  • Research export authority
  • Coordinates with MAJCOM and SAF/IAPD on International Affairs topics

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is the ability to serve as a Foreign Disclosure Officer providing foreign disclosure support to all assigned and tenant organizations. Performs all staff functions in the areas of foreign disclosure and international programs. Specifically, the employee reviews, evaluates, develops and coordinates proposal s and requests to disclose classified military information (CMI) and controlled unclassified military information (CUMI) to foreign governments and international organizations. The employee also authorizes disclosures of CMI and CUMI, within authority delegated to the installation, in support of complex bilateral and multinational programs involving foreign military sales, direct commercial sales, international cooperative research and development, and military and scientific exchange programs.





Knowledge, Skills, and Abilities:

  1. Knowledge of DAFMAN 16-201 and International Traffic in Arms (ITAR)
  2. Ability to understand complex technical material, analyze national security implications, and determine foreign disclosure actions
  3. Ability to effectively write and orally communicate foreign disclosure and export information to various audiences
  4. Able to use critical thinking and problem solving
  5. No use of checklist
  6. Self-initiative, able to work autonomous

Education

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods or

Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education or

Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
