The Examination Guidance Division Director serves under the general direction of the Deputy Director within FCA's Office of Examination (OE). EGD develops OE's examination guidance, including the FCA Examination Manual and other publications; develops tools and data projects to support the examination process, including the Enterprise Documentation and Guidance (EDGe) application and the loan database; conducts OE's quality assurance program; and provides other support to OE.

EGD Director has leadership responsibilities for a variety of management and program activities with national application including: 1) leading OE's examination guidance and support systems; 2) developing and maintaining the FCA examination manual and technical examination guidance for FCA's public web site and to support effective and consistent examination programs; 3) developing tools, data projects, and other information to support the examination process, including the EDGe, the loan database tools and CRS based analytical data, 4) overseeing OE's quality assurance program; 5) preparing policies, guidelines, and publications covering examination issues impacting Farm Credit System institutions; 6) representing FCA with regard to consultation with other regulators, the System auditing firm, and System institutions regarding examination, accounting and reporting policy matters; and 7) providing leadership and management support to the Office of Examination with emphasis on examination policy and communications.
You may qualify at the VH-41 band level if you have one year of specialized experience equivalent to the VH-40 (GS-14) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position that includes leading or overseeing the development and issuance of examination guidance, data, and tools, leading a quality assurance program, and providing other support to the Office of Examination.
You may qualify at the VH-42 band level if you have one year of specialized experience equivalent to the VH-41 (GS-15) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position that includes serving as a supervisor or leader while directing and overseeing the development and issuance of examination guidance, data, and tools, leading a quality assurance program, and providing other support to the Office of Examination.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
Education may not be substituted for experience at the VH-41 or VH-42 band level.
