Summary

This position is responsible for planning, developing, and implementing a variety of operational and administrative initiatives to provide analytical and decision support services to the Division Director, the Deputy Administrator for Farm Loan Programs, and other senior officials of the Farm Service Agency.

This position is being filled through the Office of Personnel Management's (OPM) College Graduates Hiring Authority.

  • Develops data requirements, techniques and methods for presenting complex management information for use by senior Farm Loan Program managers
  • Evaluates program policies and operations, analyzes program data, and presents and justifies the implementation or revision of operating policies and procedures
  • Organizes and directs studies/projects to define output processing functions.
  • Provides consultation (technical and analytical support) in areas of technical expertise to the Division Director in the accomplishment of program objectives.
  • Designs, and conducts training programs to provide State staffs with the knowledge and skills necessary to deal with highly complex issues affecting Farm Loan Program operations.

Qualifications

To meet the minimum requirements for this position, you must: (1) Meet the Eligibility Requirements for College Graduates; (2) Provide a copy of transcripts for verification; AND (3) Meet the Minimum Qualification Requirements.

College Graduate Eligibility Requirements:

  • Completion of all requirements for a bachelors or masters from a qualifying educational institution within the previous two (2) years. Current students who are scheduled to graduate within 120 days may also apply to these positions. However, these students cannot be appointed until after graduation and the official degree has been awarded and conferred.; or
  • Due to military service obligation, was precluded from applying to the College Graduate Program during any portion of the 2-year eligibility period described above shall have an intervening period of obligated service of at least four years in the uniformed services, the two-year eligibility begins on the date of discharge or release from uniformed service.
Minimum Qualification Requirements: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience to qualify for the GS-09 level: You must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. For this position specialized experience is defined as:
  • Conducting management surveys, organization studies and process improvement studies;
  • Attending meetings with management to discuss information relating to findings and conclusions.
OR

Substitution of education in lieu of specialized experience for the GS-09 level: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Any Field of Study.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience to qualify for the GS-11 level: You must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. For this position specialized experience is defined as:
  • Planning and coordinating projects;
  • Applying a wide range of standard practices and procedures of project management activities in accordance with information technology policy and statutes, local policies, and guidance from various departmental programs.
OR

Substitution of education in lieu of specialized experience for the GS-11 level:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Any Field of Study.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
