The Chief Data Officer serves as the senior data scientist advisor to the FTA Executive Director, for all matters related to data assets including data governance, advanced analytics, statistical modeling, machine learning and artificial intelligence. The Chief Data Officer provides technical leadership for a range of program activities that are critical to enable data driven decision-making in a variety of ways. This can include providing and leveraging centralized agency analytics capacity, and creating tools and platforms that improve operational and programmatic capabilities and enable self-service for the public.

The Chief Data Officer will collaborate with peer agencies inside and outside of the Department to identify promising new technologies and best practices relevant to FTA’s lines of business and be a change manager to drive a shift in culture to adopt and learn new technology and data management/analysis.

The Chief Data Officer will advance policies for making FTA data available to the public more consistently, expediently, and accurately and would be a liaison to Open Data organizations outside the agency to help these organizations use the data efficiently and accurately.

The Chief Data Officer has less than 25% supervisory duties.

Qualifications

As a basic requirement for entry into the Senior Technical Service (ST), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity.  Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s).

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 

1. Demonstrated experience in applying a wide range of data science and data management concepts, policies, and practices and implementing and managing solutions for transportation focused issues.

2. Demonstrated experience in conducting data research and development to integrate emerging technologies and techniques in data science and analysis such as analytics, machine learning, and cloud computing into organizational decision support systems and processes focused on transportation safety.

3. Demonstrated experience in conducting evaluations of data systems and data analytics by utilizing data and analytics systems, machine learning as well as the framework and underlying concepts related to those systems.

Education

Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.  OR

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph above, plus additional education or appropriate experience.

In addition to the Educational Requirement, the incumbent’s resume must demonstrate at least one year of specialized experience equivalent to the GS-15 level in the Federal service, or comparable experience not gained through federal service.
