This position is an Air Traffic Control Specialist (ATCS) possesses experience separating and controlling air traffic to translate policies and procedures into software applications used for safety tools, such as the Safety Management Tracking System and Compliance Verification Tool, dashboards, and to develop metrics. Applies experience and comprehensive knowledge of air traffic control operations, policies, and procedures to serve as a project manager and advisor to the Comprehensive Electronic Data Analysis and Reporting (CEDAR) Team, which is responsible for collecting aviation incident/accident data. As the advisor to the CEDAR Team, the ATCS furnishes national level expertise in air traffic procedures and automation to support risk identification and safety assessment. This work directly impacts the safety of the National Airspace System (NAS).

The ATCS uses knowledge of staff programs, such as quality assurance and automation, to implement, evaluate, and update national safety reporting systems and quality assurance tools to align them on a common portal for greater and easier access to safety data. Uses programming and general-purpose scripting languages, such as JavaScript and Hypertext Preprocessor, to troubleshoot, diagnose, correct and resolve highly complex user reported problems in CEDAR and its components. The ATCS facilitates the transition of existing safety management tools from CEDAR to newly deployed automated platforms. Develops user manuals to document the processes and procedures used to enhance existing automation platforms.

Applies comprehensive knowledge of air traffic procedures to review and analyze electronic and mandatory air traffic occurrence reports and visual event replays to identify and analyze trends for quality assurance and compliance purposes. Monitors air traffic operations incident and occurrence reports to identify, prevent and correct problems. Analyzes changes to air traffic operations and procedures to evaluate impact on CEDAR, recommend changes, and to implement new features. Tests and validates revised CEDAR functions.

Contacts are internal and external to the Federal Aviation Administration and include higher ranking managers and supervisors, facility managers, representatives from the Operational Service Units, labor organizations, and private industry. Often represents the organization as a senior point of contact on CEDAR and other safety reporting tools.

As an authority in air traffic operations and procedures, the ATCS works independently, although work is subject to review by the Team and Group Managers for conformances with established policies. The Team Manager typically reviews work through status reports and at completion.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.

SPECIALIZED EXPERIENCE is defined as:

Experience separating and controlling air traffic to translate policies and procedures into software applications used for safety tools, dashboards, and to develop metrics.

Experience using programming and general-purpose scripting languages to troubleshoot, diagnose, correct and resolve user reported problems in software applications and tools.
