The incumbent of this position serves as a Sustainability Advisor in the Office of Government-wide Policy (OGP), Office of Federal High-Performance Green Buildings.

Location of position:  This position is NOT REMOTE. The position is located in the Washington, DC geographical location.

Help

  • Serves as a recognized professional expert in across the multifaceted aspects of climate risk management, climate change adaptation, climate readiness, and Federal High-Performance Green Buildings.
  • Manages the continuing review and evaluation of the effectiveness of recently implemented process improvements, resolves specific problem areas, and furnishes authoritative advice on the adequacy or feasibility of initiatives and recommendations in areas such as climate ready high-performance building standards and guidance; coordination and technical interface with professional societies with authority to develop standards and guidance.
  • Provide analysis of climate ready high-performance green building, environmental and climate change laws and regulations as they apply to the aspects of real property appraisal, valuation, acquisition, development, operation and disposal.
  • Conducts climate ready high-performance green building policy and climate change adaptation analysis.
  • Maintain awareness of emergent and evolving climate ready existing buildings issues, high performance green buildings issues and assess the opportunities and/or challenges they pose to the organization's operations specifically and the real estate development and management industry generally. Identify and promulgate climate ready high-performance green buildings best management practices applicable to the organization's operations.
  • Provides authoritative advice and interpretation to all federal agencies, as well as the organization's regions, and business lines, on policies, new developments, practices and procedures governing issues related to aspects of climate risk management/climate change adaptation/ climate readiness for gradual/chronic climatic change as well as risk mitigation or prevention of the impacts of acute/extreme weather incidents and climate variability for the organization's real estate service enterprise in nexus with the organization’s supplies and services enterprise.
  • Represents the organization and serves as a spokesperson for Federal sustainability initiatives. Develops and maintains relationships with officials across the federal government; continuously monitors and evaluates their needs.
  • Communicates with others effectively both orally and in writing in working out solutions to problems or questions relating to the work. Deals effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that is geographically specific to: Washington, DC.

The GS-14 salary range starts at $139,395 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience leading national-level sustainability programs for an agency or organization. Experience must include developing and implementing an organization’s climate risk management strategy, program or initiative (e.g. physical risks to assets, risk management processes, use of climate variability in energy modeling, and design of climate robust and resilient buildings).

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of environmental management principles, techniques, theories, and practices.
  • Knowledge in the effects of climate change and greenhouse gas production; measurement and benchmarking of organization performance; sustainability research; climate change science; sustainability performance measurement and the effects of sustainable practices on human performance; or sustainability in the operations and maintenance of organizations, and federal regulations.
  • Skill in applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. Skill in applying experimental theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions or recommendations significantly changing, interpreting or developing important public policies or programs pertaining to federal sustainability initiatives, which impact the global environment, economy, and public health.
  • Knowledge of acquisition, resource management, energy, sustainability and environmental programs, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all related issues.
  • Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces. Skill in fostering or creating a culture of innovation within individual groups and across businesses.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
