Duties

Help

As a Management Analyst, you will be responsible for conducting analytical studies to improve the efficiency  and effectiveness of management functions in the organization.

  • Develops solutions to highly complex management and administrative issues that require new methods or techniques for defining and solving the problems addressed and extensive coordination among technical and management levels of the organization.

  • Plans and coordinates the administration of human resource management activities of the ITC program offices in the areas of job analysis, position management, position classification, recruitment, promotion and separation actions, performance awards, performance plans, security clearances, employee training and telework controls and monitoring.

  • Conducts a wide variety of special studies for the organization. Plans and directs special projects to identify operational problems, evaluate alternative solutions, and recommend appropriate actions.
  • Performs special projects that are time-sensitive, confidential, and require research, analysis, and evaluation of a wide variety of information. Performs special assignments involving issues concerning human capital, workforce planning, and/or administrative matters.

The GS-13 salary range will be determined by the duty location of the selectee 

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience applying analytical and evaluative methods and techniques, qualitative and quantitative, to administrative program operations; analyzing findings and recommending solutions. Experience must include guidance, recommendations and administrative support in filling vacancies, employee movement such as reassignment or detail; performance management; new hire orientation, awards, and conferences/events. Experience should demonstrate communicating effectively, both orally and in writing, to include communicating technical information and key findings through oral briefings and written reports.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  • Expert Knowledge of program planning and management principles, organizational theory, and techniques of evaluation and analysis to assess operational processes in organizations to identify, analyze and recommend solutions to difficult and controversial problems in organizational structure, administrative procedures, work processes and workload distribution.
  • Practical knowledge of the federal personnel management system to enable expert advice to management regarding job analysis, position classification, position management, organizational design, recruitment, staffing, labor and employee relations, training and development, and performance management, including policy and practices pertaining to recognition, incentives, and performance improvement.
  • Knowledge of analytical concepts, principles, and practices applicable to the full range of program and management analysis.
  • Comprehensive analytical skills to apply a wide range qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. 
  • Skill in written communication to formulate policies and procedures and to prepare clear, concise instructional documentation, reports, plans and analyses. 

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
