As a Supervisory Program Analyst, you will manage and direct three branches (Industry Engagement, Customer Engagement, and Marketing & Communications) in the Center for Professional Services Solutions/Stakeholder Engagement Division

Location of position:  GSA, FAS, Office of Professional Services and Human Capital Categories, This position will be a virtual/full-time telework position.

This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts.

  • Sets values for the organization. Develops, plans, initiates, and evaluates a comprehensive industry and customer engagement and communications management program and implementation strategy. Develops policies and plans designed to target customer agencies. Develops long-range goals, objectives, procedures, financial plans, internal and external controls, and performance measures for the Division. Provides continuous appraisal and review of Division Activities. Effectively carries out public laws and GSA policies. Act as principal advisor to managers on all industry/customer engagement and communications issues.
  • Leads industry/customer engagement through initiating, growing, and sustaining mutually beneficial relationships and working collaboratively with the PSHC Program Managers to ensure that the Division is supporting programmatic activities . Promotes customer engagement by developing specific customer intelligence and insights on customer behavior. Assesses and influences the direction of the customer relationship focus.
  • Leads complex and creative analytical studies and participates in controversial and highly sensitive aspects of agency programs. Leads internal, external, and customer communications activities. Leads, develops and executes integrated enterprise-wide communications strategies and facilitates focused communication activities aimed at building customer awareness, conducting outreach efforts to industry partners and associations, and communicating effectively with employees.
  • Formulates effective communications plans and procedures using print electronic, broadcast, new social media, and other alternative channels that emerge. Develops communications plans and messages using a wide range of social media (AKA Web 2.0) activities to achieve communications goals including blogs, wikis, Facebook, MySpace, YouTube, Flickr, Twitter feed, LinkedIn, Newsvine, Vimeo, blip.tv, podcasts, and videocasts. Evaluates and recommends the most effective media types to program and management officials. Prepares and conducts briefings for higher level management to present and advocate new social media as a communications channel and provide action plans for effective use of new social media.
  • Leads the initiation and management of relationships with key stakeholders and provides continuity and structure for all internal and external collaborative efforts. Serves as primary spokesperson to GSA's communications-facing organizations such as GSA’s Office of Strategic Communications to improve quality and alignment of GSA's customer and market intelligence with goals. Convenes and manages cross-portfolio working groups of subject matter experts from within and outside of the organization that collaborate on a regular basis to identify, investigate, and adopt research, strategies and technologies to help meet the agency mission.

  • Serve a one year supervisory or managerial probationary period, if required

The GS-15 salary range starts at $143,736 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Qualifying specialized experience is experience which demonstrates the development and implementation of strategic plans, annual organizational performance plans, key performance indicators, and regular performance reviews for large, complex organizations encompassing a range of stakeholders. This experience must include supervising and directing others in performing comprehensive analyses of major programs and priorities to identify opportunities for performance improvement; and presenting complex issues to and/or reviewing the results of analyses with high-level officials.
