The physical worksite for this position is located in Alexandria, VA. However, this position is telework eligible in accordance with the unit's telework policy.
The Director, Office of Patent Stakeholder Experience (DOPSE) provides strategic vision, guidance, and direction in order to ensure the development of programs that promote American innovation. The DOPSE makes managerial and technical decisions required for successful program development, administration, and management.
The DOPSE performs the following duties:
Operating and administrating the Office of Patents Stakeholder Experience.
Planning, organizing, and directing programs to promote and support the stakeholder education and relations goals of the Office of Patents Stakeholder Experience as well as the customer experience goals of the Patents business unit to ensure that the mission and goals of the Office are achieved.
Identifying and allocating resources for ensuring long-term sustainability of stakeholder relations and education initiatives, including partnering with organizations throughout the Agency.
Promoting innovation and creativity by leveraging knowledge and expertise inside the Agency of the scientific, technical and legal matters associated with the patent process, which includes the preparation and/or prosecution of patent applications as well as expertise outside the Agency.
Serving as the primary channel of continuous communications and support to the independent inventor community; seeking input, gathering feedback and incorporating suggestions from this community into associated programs.
Managing and providing leadership for the support staff and contact centers that include various levels of patent prosecution process expertise by ensuring that staff is properly trained on new rules and regulations, changes in patent practice, and revision of procedures and that inquiries are answered in a timely and accurate manner.
Identifying recurring challenges, analyzing trends, and establishing procedures to address challenges and needs consistent with the policies of the Office; providing a reporting and evaluation system to determine the operations' effectiveness; and participating in the formulation and implementation of quality assurance and quality standards.
Background and/or Security Investigation, if selected for position
You must serve a one-year probationary period unless you previously completed one year in the Senior Executive Service.

Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/ technical qualifications and executive core qualifications set forth below. Demonstrated expert understanding and knowledge of USPTO stakeholders including nonprofits and associations related to intellectual property; the independent inventor community and its unique needs; and expert knowledge and experience in stakeholder education and development.
Knowledge of the scientific, technical and legal matters associated with the patent process, which includes the preparation and/or prosecution of patent applications, the classification of patents, or comparable experience in the patent field. Competency in these areas must be sufficient to manage stakeholder experience and education initiatives on the patent process.

Education
The incumbent must have a scientific or technical degree, or the equivalent. The incumbent must also possess a comprehensive knowledge of patent rules and regulations, examining practice and procedures, as well as an appreciable breadth of knowledge in scientific and technological fields.
