Duties

Help

Program Analyst responsible for the planning, design, development, conduct analysis and evaluation of studies directed toward the identification, assessment, mitigation and/or anticipation of issues deriving from associated with and contingent upon existing and/or proposed operations specifications, guidelines, policy, and regulations related to Flight Standards.

Typical duties include: On a continuing basis, initiates, directs, develops, and conducts a variety of analytical independent and interdependent studies to identify and assess existing or potential issues and problems involving aviation operations specifications and related information.

Provides analytical support, assistance and guidance to senior management in the design, development and conduct of special statistical analytical and qualitative studies. These cover issues such as air carrier authorizations, aircraft usages, and air operator capabilities.

Designs and conducts surveys on designated subjects using a variety of analytical tools to identify and evaluate alternative methods and techniques for air carrier surveillance of aircraft and airport operations. Consideration is given to a full range of technological, operational, and aircraft use options as well as regulatory and administrative analysis. All must be evaluated against test of technical practicality and economic reasonableness.

Reviews, analyzes, and evaluates on a quantitative/qualitative basis the effectiveness of line program operations specifications to identify impacts upon the mission of Flight Standards.

Analyzes and develops responses to public and industry inquiries. Develops, justifies, and recommends changes to improve the national aviation database systems.

Prepares documentation, reports, and presents briefings covering reviews and analyses of operations specifications issues.

Provides technical advice and consultation on operations specifications matters and standards to military and public agencies, foreign governments, elements of the aviation industry and private groups, as well as individuals.

Performs other duties as assigned.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Strong data analysis skills (i.e. MS excel skills, experience with Tableau and/or PowerBI). Understanding how government policy changes will impact data systems. Experience documenting a process, writing a SOP, and is able to work with groups to identify process improvements for multiple stakeholders. Ability to switch between systemic or strategic thinking while completing detail-oriented tasks. Experience communicating with various stakeholders in all levels of the organization in a professional manner. References policy or identifies needed information if not readily available. Ability to support identification of and successful resolution of challenging and complex issues affecting program areas. Advanced knowledge of aviation safety, policies, and procedures related to FAA data systems and development of best practices.
