Duties

Help

The successful candidate will perform the full range of Fitness-for-Duty Specialist duties and other duties as assigned.

Duties will include but are not limited to:

  1. Serving as a technical lead for policy development, licensing, and oversight of 10 CFR Part 26 fitness-for-duty (FFD) programs.                                 
  2. Applying technically sound security, biological, medical health, and/or engineering principles in their view and evaluation of: federally-mandated drug and alcohol testing programs; the U.S. Department of Health and Human Services’ (HHS) mandatory guidelines for Federal workplace drug testing program and laboratory certification; mental and/or physical impairment caused by legal and illegal substances; Medical Review Officer (MRO) and Substance Abuse Expert (SAE)assessments and determinations; and, performance evaluation of behavioral observation and FFD programs at power reactor facilities and Category I fuel cycle facilities.           
  3. Supporting NRC assessment of inspection findings, evaluation of allegations, and licensee control of sensitive information.                   
  4. Serving as a lead to coordinate with other Federal agencies and supporting international cooperation efforts.                                     
  5. Evaluating societal substance abuse trends and site- and industry-specific FFD performance information. Present fact-based assessments, expert analysis, and recommendations to inform NRC management and improved NRC activities designed to protect public health and safety and the environment, and to ensure the adequate protection in the secure use and management of radioactive materials.

''IMPORTANT NOTE" Selected candidates will be required to successfully complete training duties under instruction, formal classroom training, required NRC training, and qualification requirements to serve as a Fitness for Duty Policy and Technical Reviewer.

Candidates hired at the Grade 13 will be eligible for a non-competitive promotion to the Grade 14 upon successful completion of the Fitness for Duty Policy and Technical Reviewer qualification program and meeting other qualifications /eligibility requirements.

You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

  1. Demonstrated knowledge of standards, policies, guidance, regulations, theories, best practices, program challenges, and studies applicable to Fitness-for-Duty (FFD) programs.
  2. Demonstrated ability to develop, review, recommend changes, propose solutions, and/or apply FFD program regulations, policy, and guidance to the commercial nuclear industry (NRC licensees subject to Parts 26 and 73), federal agencies that have an interfacing role with the NRC in these program areas, and private sector organizations.
  3. Demonstrated ability to communicate technical information, policies, ideas, analytical judgments, and conclusions in a clear, concise, and logical manner, both orally and in writing, to peers, management, governmental agencies, professional societies, general public, or others.

SPECIALIZED EXPERIENCE is experience which demonstrates knowledge of fitness-for-duty programs and procedures used to protect nuclear facilities of comparable high consequence and to ensure individuals are trustworthy and reliable such that they do not constitute an unreasonable risk to public health and safety or the common defense and security, including the potential to commit radiological sabotage.

Education

Basic requirement for General Physical Science Series, GG-0401: A degree: biological sciences, chemistry, or related disciplines appropriate to the position OR a combination of education and experience, including courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Basic requirement for General Physical Science Series, GG-0601: A bachelor’s or graduate/higher level degree, including major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained

Basic requirement for General Physical Science Series, GG-1301: A degree in Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR a combination of education and experience, including education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Additional information

The duty location of this position is Rockville, Maryland (HQs).  In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
