This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Survey Technician spending majority of duty time in the field conducting various types of field surveys. The work is predominantly conducted in field environments requiring day trips and TDY to project sites.

Duties

Help
  • Coordinate with supervisors, managers, engineers, scientists and other professionals to determine survey requirements, topographic mapping, boundary work, and inventories.
  • Research historical district records, select known survey reference points and determine the precise location of important features in the survey areas surface.
  • Analyze and interpret difficult requests to determine types of surveys required and location of request.
  • Develop plans for accomplishing surveys that include areas to be surveyed, exhibits, access, points of contact, available control, procedures, utility requirements, and safety.
  • Develop detailed work plans for survey crew personnel and contractors to utilize in completion of the work.
  • Coordinates with survey crew to plan and execute all requirements, advises and makes suggestions on survey requirements.
  • Develop and maintain procedures to ensure program stability and data are collected consistently and accurately.
  • Plan project requirements for requesting organizations to include the development of technical approach, initiation and completion schedule, analysis and interpretation of requirements for products to be delivered.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.
  • This position has a requirement to lift and carry materials weighing 50 lbs. or more in the regular performance of duties.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires incumbent to travel extended periods of time of 2-3 weeks away from the District office while in possession of greater than $100,000 of survey equipment and GSA Vehicles.
  • This position requires the incumbent traversing steep slopes, uneven and undeveloped lands in various weather conditions.
  • This position has a Temporary Duty (TDY) or business travel requirement of 50% or more of the duty time.
  • This position may require occasional work on a weekend.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-05: One year of specialized experience which includes: 1) conducting various types of field surveys utilizing multiple equipment platforms, and 2) collecting and processing data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-04).
OR
Education: Successful completion of a full 4-year course of study leading to a bachelor's degree from an accredited or pre-accredited institution (a) with major study in an appropriate field of surveying, engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of the following courses: surveying, engineering, industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics.;
OR
Combination of Education and Experience: To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

GS-06: One year of specialized experience which includes: 1) conducting various types of field surveys utilizing multiple equipment platforms, 2) collecting and processing data, and 3) troubleshooting and ensuring calibrations are correct. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: Successful completion of one semester (9 semester credits) of graduate level education in a field directly related to the work of the position, such as surveying technology.
OR
Combination of Education and Experience: To compute the percentage of the requirements divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

GS-07: One year of specialized experience which includes: 1) conducting various types of field surveys utilizing multiple equipment platforms, 2) collecting and processing data, 3) troubleshooting and ensuring calibrations are correct, and 4) utilizing state of the art surveying techniques.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-06).

Education: Successful completion of one full academic year of graduate level education in a field directly related to the work of the position, such as surveying technology.
OR
Combination of Education and Experience: To compute the percentage of the requirements divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

GS-08: One year of specialized experience which includes: 1) conducting various types of field surveys utilizing multiple equipment platforms, 2) collecting, processing and presenting data, 3) troubleshooting and ensuring calibrations are correct, 4) assisting others to resolve conflicts, and 5) utilizing state of the art surveying techniques. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Successful completion of one and a half years (i.e., 27 semester hours) of graduate level education in a field directly related to the work of the position, such as surveying technology.
OR
Combination of Education and Experience: To compute the percentage of the requirements divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total semester hours minus 18) by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

GS-09: One year of specialized experience which includes: 1) Applying general knowledge of a wide range of surveying methods, concepts, policies, and techniques related to boundary, LiDAR and topographic surveys, 2) conducting various types of field surveys utilizing multiple equipment platforms, 3) processing and presenting data collected to senior leaders, internal and external stakeholders, and partners, 4) troubleshooting and ensuring calibrations are correct, 5) assisting others to resolve conflicts, and 6) utilizing state of the art surveying techniques. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08).
OR
Education: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Surveying Technology. OR
Combination of Education and Experience: To compute the percentage of the requirements divide your total months of qualifying experience by 12. GS-11: One year of specialized experience which includes: 1) Applying intensive knowledge of a wide range of surveying methods, concepts, policies, and techniques related to boundary, LiDAR and topographic surveys, 2)identifying, evaluating, and recommending appropriate solutions to survey problems using advanced knowledge of analytical and diagnostic, and qualitative and quantitative techniques, 3) conducting various types of field surveys utilizing multiple equipment platforms, 4) processing and presenting data collected to senior leaders, internal and external stakeholders, and partners, 5) troubleshooting and ensuring calibrations are correct, 6) assisting others to resolve conflicts and 7) utilizing state of the art surveying techniques and Global Positioning System (GPS) technology to remain current and conduct surveys of the highest accuracy; or other related and equivalent experience related to this position. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10).
