The Administrative Officer:

  • Perform duties as Local Security Manager for TRAMS (an electronic grant management system) and ECHO (the program where grantees draw funds from their grants).
  • Manages operating budgets and provides financial recommendations related to office activities and analyzing bank statements and credit card purchases.
  • Manages time and attendance and related training for such duties.
  • Maintains and reconciles training budgets and related cost management programs and documents.
  • Assists with travel submissions and manages the agencies travel system.

The ideal candidate is self-motivated, responds quickly to deadlines, has experience in cost center management and procedural analysis and capable with providing administrative support functions.

CONDITIONS OF EMPLOYMENT:

The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must either (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, or (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 and it must include:

  • Experience in communicating with staff and customers, AND
  • Experience with using Microsoft suites including excel, AND
  • Experience managing Cost Center budgets and financial reconciliation.

To qualify for the GS-09 on Education alone, you must have:

  • 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
  • You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 and it must include:

  • Experience providing guidance and assistance to regional management officials regarding regional personnel programs administration in accordance with policies and procedures.

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 and it must include:

  • Experience with administrative regulations and guidance by providing effective and timely communication to the regional staff to enable their compliance with current administrative requirements.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Administration Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Customer service: Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
  • Control of funds: Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations).
  • Communications and media: Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
  • Database administration: Knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems.
