Supervisor with delegated authority to independently manage and direct the functions of the branch under broad program direction of the Division Manager. The supervisor will direct and supervise subordinate employees with overall authority and responsibility for the technical and administrative direction of the Branch.

Typical duties include, but is not limited to, setting priorities, directing and assigning work; reviewing and evaluating work and performance of subordinates; coaching and developing employee capabilities; recommending and/or approving personnel actions such as promotions, reassignments, approves leave; and takes and/or recommends corrective/disciplinary actions, when necessary. Applies detailed knowledge of budget, human resource management, and other administrative policies to accomplish program objectives. The supervisor has broad discretion to ensure assignments, projects and work products align with the strategic objectives of the Office of Investigations and Professional Responsibility, AXI. Applies comprehensive knowledge eDiscovery program to oversee the conduct of eDiscovery requests and activities using repeatable and defensible techniques.

Performs and manages eDiscovery functions in alignment with the eDiscovery Reference Model (EDRM) and analysis; develops eDiscovery techniques; creates and reviews eDiscovery reports; documents eDiscovery procedures and policies. Performs and manages electronically stored information (ESI) identification, preservation, collection, processing, review, analysis, and production with EDRM framework and standards to respond to requests for investigations, litigation, Freedom of Information Act (FOIA), and other investigative matters. Responsible for first line implementation of recommended changes to existing policy and orders.

Serves as the focal point for the branch for all incoming requests; ensures that incoming requests are reviewed for appropriate action and tracks suspense’s and responses back to the origin of the request. Supervises the eDiscovery process adjusting resources as needed to address changing demands to meet case priorities. Executes performance metrics for AXI, and monitors compliance and productivity. Conducts outreach to support the Lines of Business and Staff Offices, obtains and reports feedback to the Technical Investigations Manager as necessary.

Keeps the Division Manager informed of overall program progress and unusual or potentially controversial issues and proposed approaches to address and resolve those issues. Resolves routine problems independently, but consults with higher-level management when existing guidelines are not available or applicable to complex problems. Established policies/ procedures typically govern the work for most assignments but allows some discretion to select the most appropriate approach. Work performance is reviewed periodically by the Division Manager through status reports, organizational performance measures, and independent program reviews to ensure timeliness, policy compliance, and alignment with project and program objectives.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience in performing tasks in each of the eDiscovery Reference Model (EDRM) stages: Identification, Preservation, Collection, Processing, Review, Analysis, Production, and Presentation.
