As a Government Information Specialist, GS-306-12, you will be responsible for:  

  • Identifying any policy implications associated with Freedom of Information Act (FOIA) and Privacy Act (PA) casework duties and ensures complete coverage of all issues, compliance with relevant regulations and policies, and coordinates with other Department of Education and/or other stakeholders.
  • Explaining regulations and Department of Education/Office of Special Education and Rehabilitative Services policy regarding release of information under Freedom of Information Act (FOIA) and Privacy Act (PA) and the impact the regulations and policies.
  • Staying abreast of statutes, policies, and procedures affecting Freedom of Information Act (FOIA) and Privacy Act (PA), records retrieval practices, and other areas of responsibility as assigned, and proactively updates OSERS management and staff of changes that may affect them.
  • Measuring, tracking and reporting Freedom of Information Act (FOIA) and Privacy Act (PA)requests accurately and providing information to management on Freedom of Information Act (FOIA) and Privacy Act (PA) case status, timetables, performance, and risks.
  • Serving as the primary liaison between OSERS and other ED program offices for FOIA and PA, records management, the CUI Program, and other areas of responsibility as assigned. Initiating contact with OSERS staff and members of the public to give technical and procedural guidance on non-routine issues and ensure staff/public understands how to implement the guidance when applicable.

As a Government Information Specialist, GS-306-13, you will be responsible for:

  • Identifying any policy implications associated with Freedom of Information Act (FOIA) and Privacy Act (PA) casework duties and ensures complete coverage of all issues, compliance with relevant regulations and policies, and coordinates with other Department of Education or other stakeholders.
  • Explaining regulations and ED/OSERS policy regarding release of information under Freedom of Information Act (FOIA) and Privacy Act (PA) and the impact the regulations and policies have on OSERS staff and management.
  • Developing, implementing, and maintaining internal privacy policies and procedures. Providing advice and guidance to OSERS management and staff on FOIA and PA, records management, the Controlled Unclassified (CUI) Program, internal controls and other areas of responsibility as assigned.
  • Staying abreast of statutes, policies, and procedures affecting Freedom of Information Act (FOIA) and Privacy Act (PA), records retrieval practices, and other areas of responsibility as assigned, and proactively updates OSERS management and staff of changes that may affect them.
  • Monitoring Freedom of Information Act (FOIA) and Privacy Act (PA) requests to identify common issues, trends, requests, requesters, and timeliness and quality of responses. Identifying root causes of issues, proposing and implementing options to improve Freedom of Information Act (FOIA) and Privacy Act (PA) program.
  • Developing, organize scheduling, providing and implementing trainings for OSERS management and staff to help them establish, grow, and improve their Freedom of Information Act (FOIA) and Privacy Act (PA) records management and CUI program. Interpreting and applying laws, regulations, policies, and guidance regarding Freedom of Information Act (FOIA) laws.
  • Developing tools, measuring, and reporting to accurately track FOIA and PA requests. Providing information to management on FOIA and PA case status, timetables, performance, and risks.
    Independently overseeing special projects, conducts independent analysis as needed, and overseeing and/or contributes to the completion of various required reports, and ensuring that the various administrative activities are completed as the need arises.
  • Consulting and coordinating with program offices and other ED offices on non-routine problems to ensure consistent processing, establishing and updating procedures.
    Serving as the primary liaison between OSERS and other ED program offices for FOIA and PA, records management, the CUI Program, and other areas of responsibility as assigned. Initiating contact with OSERS staff and members of the public to give technical and procedural guidance on non-routine issues and ensuring staff/public understands how to implement guidance.
  • Staying abreast of statutes, policies, and procedures affecting Freedom of Information Act (FOIA) and Privacy Act (PA), records retrieval practices, and other areas of responsibility.

Conditions of Employment

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.  

Qualifications


Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:


1. Experience handling Freedom of Information and Privacy Act requests, adhering to records management programs, and working with the regulations, policies, case law, and precedents issued pursuant to those laws and programs.

2. Experience gathering, analyzing, and evaluating complex issues, functions and data concerning the administration of the Freedom of Information and Privacy Act, records management program and other work processes.

3. Experience communicating, both written and orally, with various internal and external groups to inform them of programs, objectives and activities.  

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of pertinent laws, regulations, policies, guidance, and precedents which affect the use of Freedom of Information Act (FOIA) and Privacy Act (PA)program and related support resources in the areas management and control of information/records.

2. Skills in gathering, analyzing, and evaluating complex issues functions and data concerning the administration of the Freedom of Information Act (FOIA) and Privacy Act (PA), records management program.

3.Skill in applying research techniques in the areas of the Privacy Act; knowledge of recent developments in the field of disclosure and knowledge of developments related to issuance of denial, and access to agency/organization records. 

4. Ability to review policy, advise management, and ensure compliance with Federal laws governing the flow of information.

5. Skill communicating, both written and orally, with various internal and external groups to inform them of programs, objectives and activities related to area of responsibility.


Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:


1. Experience processing Freedom of Information and Privacy Act requests, executing records management programs, and understanding the regulations, policies, case law, and precedents issued pursuant to those laws and programs, and experience effectively implementing knowledge across areas of responsibility.

2.  Experience in gathering, analyzing, and evaluating complex issues, functions and data concerning the administration of the Freedom of Information and Privacy Act, records management program and other work processes, and effectively implement process improvements based on the analysis and evaluation. 

3.  Experience communicating, both written and orally with various internal and external groups to inform them of programs, objectives and activities related to area of responsibility.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 2. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.

3. Skill in fact finding, analyses, negotiation and consulting enough to review agency programs and determine the meaning, relevancy, veracity and importance of a large body of complex and interrelated facts, weigh evidence, make conclusions, and recommend decisions.

4. Skill in applying analytical and evaluative methods and techniques in developing of new procedures and approaches to identify and resolve significant issues.

5. Ability to communicate, orally and in writing, to explain the Freedom of Information Act (FOIA) and Privacy Act (PA) to a wide variety of internal and external audiences.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

2. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible).
