As a Generalist, assists the Nonappropriated Fund (NAF) Assists senior Human Resources (HR) Officer in implementing NAF HR policies, regulations and directives. Provides a full range of HR services for managers and employees. Performs extensive technical and specialized work in the areas of staffing, pay administration, training, incentive awards, performance administration, employee benefits, portability of benefits, management employee relations, labor relations and regulatory compliance to address and resolve routine and complex issues requiring a thorough comprehension and experience applying and interpreting policies, regulations and directives pertaining to NAF employment. In overseas locations, investigates and ensures compliance with overseas and host nation agreements, restrictions, treaties and laws governing who can be hired overseas under United States employment conditions.
Responsible for recruitment and placement, screening and rating applications, determining preference categories, creating and issuing referral lists, extending job offers, and ensuring selectees meet requirements for entrance on duty. Ensures completeness and accuracy of recruitment case folders. Facilitates new hire orientations. Monitors all requests for personnel actions, ensuring real-time status is captures in automated systems. Submits classification requests on behalf of NAF HR Officer when situations warrant and classification authority has been delegated in wring. Answers complex employment inquires. Maintains oversight over operational deadlines and suspense actions to ensure work is progressing sufficiently to continually meet all deadlines.
Advises management and employees on complex personnel issues. Ensures disciplinary actions are taken in accordance with regulation, coordinating between labor attorney and management. Advises management on administration of Business Based Actions when involuntary actions need to be taken for the workforce. Coordinates with payroll point of contacts to resolve complex payroll issues. Assists HR Officer in administering the performance appraisal program and coordinates with management to ensure appraisals are completed. Partners with employee, managers and third-party administrators to administer the organization's Workers Compensation program.
Determines benefits and allowances eligibility. Provides employee counseling for NAF retirement, benefit, pay issues, and employee grievances. Investigates and resolves complex benefits issues such as retroactive benefits enrollments and portability of benefits issues or retirement actions. Out-processes employees, advising of potential benefits options. Conducts and presents modules during employee and management training courses to meet yearly training requirements.
Monitors, directs, trains and oversees a team of lower graded HR staff when required. Maintains full visibility over all Requests for Personnel Actions from initiation by management to completion and provides advice/assistance in all stages of the process. Screens request for personnel actions and related documents for completeness and accuracy. Reviews and authenticates personnel actions when approval and signature authority is delegated from senior leadership.
Makes periodic visits to serviced activities. Continually reviews work of subordinates and continually audits all files and employee records for compliance.
Performs other duties as assigned.
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. All qualification requirements must include experience performing duties equivalent in scope and complexity to the next lower grade level.
Possess eighteen (18) months work experience in a human resources office which demonstrates knowledge of at least two of the following functional human resources competencies: Staffing, Recruitment, Position Classification, Management Employee Relations, Labor Relations, or Training. Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated Human Resources problems and issues. Possess prior experience using Microsoft Office programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems. The related work experience must have been equivalent in difficulty and complexity to the next lower pay band (NF-03).
Preferred Bilingual in Korean and English.
Highly Preferred: In addition to above minimum qualification requirements, applicants will possess twelve (12) months of prior work experience in a NAF Human Resources Office.
