As a Forensic Accountant at the GS-0510-14 grade level, some of your typical work assignments may include, but are not limited to the following:

  • Independently develops, plans, directs, coordinates, and implements/executes approved investigative activities related to procurement, contracting, federal award processes, budgetary actions, personnel, and financial data.
  • Leads numerous, diverse, and highly complex Investigative Analysis Division (IAD) projects involving procurement, contracting, federal award process, budgetary actions, personnel and financial data while engaging in critical decision making on investigative activities.
  • Mentor peers, non-senior forensic accountants, and newly appointed OI employees on forensic accounting investigative techniques, processes, and operations.
  • Conduct examinations that require an integrated analysis of intricate and complex accounting systems, business activities, and financial activity over a broad range of industries, occupations, and specialized entities, and develop and apply unique or extensive probing and analysis techniques and methods.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This a remote position, the expected hours of work are covered by multiple time zones EST, CST, MST, and PST.

Qualifications

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. See below and Education section for the Basic Requirement.

In addition to meeting the education requirement you must also meet the specialized experience requirement below.

Basic Requirement: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to the Basic Requirement, to qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Knowledge of NASA and other Federal database systems that store contract payment and performance data, to include the ability to accurately interpret data within the context of proactive and reactive investigative efforts;
  • Identify financial issues, trace Federal financial transactions, and identify falsification and fraud involving Federal procurements that result in criminal, civil, or administrative remedies;
  • Provides timely and meaningful financial data analysis and information that is useful, accurate, and presented in a clear, concise, and well-organized manner in order to efficiently address allegations AND;
  • Displays a thorough working knowledge of the Federal Acquisition Regulations (FAR), Code of Federal Regulations (CFR), and Generally Accepted Accounting Principles, demonstrating the ability to apply that knowledge to the conduct of investigations where financial transactions and data are central to the matter under investigation.

A. Salary will be determined based on the duty location after selection. The salary listed reflects the 2024 Washington-Baltimore-Arlington salary with 33.26% locality. Salary will be adjusted to meet the locality pay of the duty location upon selection.
