Duties

Help

This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As the Director of the Systems Division within the Office of Strategic Business Operations, you will lead and manage IT systems, contracts, and tasks that support the overall operation of management information systems.

Your major duties and responsibilities include:

  • Providing leadership and operational oversight for the Bureau's large-scale IT systems, information security, and IT acquisition contracts.
  • Working closely with OSBO and Bureau leadership in the establishment of technical priorities as they pertain to the Bureau's goals and objective.
  • Leading the Bureau's ongoing collaboration with HRSA's Office of Information Technology (OIT) and Office of Acquisition Management and Planning (OAMP) to ensure IT projects achieve HRSA and Bureau goals by leveraging the use of information systems and automation, enterprise architecture, and system security, in compliance with IT policies and procedures.
  • Identifying opportunities to improve Bureau systems to support business processes.

To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

Examples of the minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
  • Managing organization level IT infrastructure and software application projects.
OR
  • Managing an organization's information systems management activities and ensuring systems are accessible and integrated to support and improve business operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

BUSINESS PROCESS REENGINEERING - Utilizes methods, metrics, tools, and techniques to analyze and design workflows and business processes within an organization to improve outcomes, customer service, decrease operating costs, increase efficiency and effectiveness of operations, etc.

SYSTEMS LIFE CYCLE - Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.

PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring, and inspecting costs, work, and contractor performance.
