Join our dynamic team in the Immediate Office of the Department of the Chief Executive Officer in Washington, DC, as the Deputy Chief of Staff (DCOS). This pivotal role serves as an operational linchpin and strategic advisor, providing crucial operational, financial, and strategic leadership to align with the vision and goals of the Chief Executive Officer (CEO) and the agency's Strategic Plan.

As the DCOS, you will work closely with the Chief of Staff, effectively acting as their alter ego. You will provide day-to-day oversight of agency operations and priorities, ensuring seamless execution and coordination across all departments. Additionally, you will act as a trusted sounding board for new ideas and initiatives, contributing to the continuous improvement and advancement of our organization's mission.

  • Plans and directs operational, financial and strategic activities for the CEO or Chief of Staff, keeping both parties abreast of agency climate to include budget and planning cycles, project statuses, new proposals, policy changes and operational challenges;
  • As directed by the Chief of Staff or CEO, oversees and directs staff in the CEO immediate office and works across agency components to lead high priority initiatives and projects;
  • Convenes key AmeriCorps leaders or stakeholders to drive business results and address business issues or needs. Ensures that senior leaders are responsive to and accountable for operational priorities and compliance. Escalates critical issues to CEO or Chief of Staff for key decision making;
  • Serves as the gatekeeper between the Chief of Staff or CEO and AmeriCorps executives and senior leaders, working closely and collaboratively with both parties. Involves CEO or Chief of Staff in operational priorities or issues as appropriate;
  • Proactively identifies barriers to successful execution of CEO priorities or initiatives through root cause analysis and employs risk mitigating approaches to address issues, raising critical issues to the CEO and/or COS for awareness, guidance or decisions;
  • Works closely with the Chief of Staff to grow and transition AmeriCorps into a high- performing, well-structured organization, broadening staff capacity and developing/refining policies and procedures, and promoting accountability as appropriate;
  • Ensures that data analytics across program and operational components are available, timely and accurate to support CEO and Chief of Staff in data-driven decision making;
  • Ensures that CEO department annual operating plans and budget align with organization's long-term strategy. Ensures that the agency has an effective management team and active plan for management development and succession;
  • Acts as the Chief of Staff in their absence; and
  • Other duties as assigned.

Qualifications

As a basic requirement, your resume must clearly demonstrate progressively responsible leadership experience that validates executive level managerial capabilities in a job or combination of functions directly related to this position. Qualifying experience to be at least one year equivalent to, or above, the GS-14 level in the Federal service or NY-04/NX-1 AmeriCorps pay band. In addition, you should have a broad range of progressively responsible experience in providing leadership, direction and coordination of programs, as directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQ's) and and Technical Qualifications (TQs) identified below:

Executive Core Qualifications (ECQs)

ECQ 1: Leading Change
This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: Leading People
This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: Results Driven
This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: Business Acumen
This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: Building Coalitions
This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications (TQs):

TQ 1: Planning and directing global strategic, programmatic, financial and operational goals, policies, and/or initiatives across functional components.


TQ 2: Forging alliances across interdepartmental executive and senior leaders to drive business results and address organizational needs and challenges.


TQ 3: Leading execution of enterprise-wide change initiatives and strategies to advance an organization's mission or improve operations.


TQ 4: Addressing critical operational challenges by analyzing underlying issues and implementing tailored, sustainable solutions that reduce risk.


The ECQs and TQs listed above must be addressed separately as a narrative statement and be attached as part of your application package.

Do not exceed more than 10 pages total for the ECQs and 4 pages total for the TQs.


Narrative statement addressing the Mandatory Technical Qualifications (TQs). All applicants must submit narrative responses to the TQs (4 pages maximum).

Current or former SES Career members or applicants who have completed a SES Candidate Development Program approved by OPM are not required to address the Executive Core Qualifications, but must address the Mandatory Technical Qualifications.
