(1) PROGRAM MANAGEMENT: Manages and implements the Sexual Assault Prevention and Response Program. Performs long-term planning and organizational development necessary to accomplish human relations functions in support of education, training, and response for the Sexual Assault Prevention and Response Program Provides oversight to SARCs, and in coordination with the JFHQ Victim Advocate Coordinator (VAC), and the Air National Guard (ANG) Wing SARC(s), manages case assignments for Victim Advocates (VA) to perform SAPR duties.
DATABASES: Inputs and updates the Defense Sexual Assault Incident Database (DSAID). Inputs and updates sexual assault case data for reports of sexual assaults from National Guard Soldiers and/or Airmen for statistical trends analysis and reporting to NGB for inclusion in the DoD Annual Report to Congress.
REPORTING: Manages the overall sexual assault reporting process and documentation in coordination with the Wing SARC(s) as established by Department of Defense (DoD), Army, Air Force, National Guard Bureau (NGB), Army National Guard (ARNG) and Air Force National Guard (ANG) requirements for the state populations of ARNG and ANG.
BUDGET: JFHQ/SARCs must maintain accurate accountability of all SAPR/SHARP funds (0100, 2060, 2065). Receives General Financial Enterprise Business System (GFEBS), STANFIN, Fiscal Law, National Guard Budgetary Management, Contracting Officer Representative (COR), and Government Purchase Card (GPC) training, to ensure all funds are executed in accordance with NGBs annual budgetary guidance for funds.
MEETINGS: Serves as the state representative to the Regional SAPR Advisory Committee (SAPRAC) to include attendance at related training courses, conferences, and meetings. May also be selected by region to serve as the representative to the National SAPRAC. Serves as the co-chair for the state Case Management Group (CMG) with responsibility for scheduling and coordinating the CMG and other members.
(2) ADVISORY: Serves as principal advisor to the Adjutant General (TAG) with responsibility for understanding and implementing Department of Defense (DoD), Army, Air Force, National Guard Bureau (NGB), Army National Guard (ARNG) and Air Force National Guard (ANG) policies and guidance. Reviews Sexual Assault policies and programs to determine barriers, if any, and advises the Adjutant General relative to their impact on National Guard policy to overcome high risk areas and potential offender behaviors; and recommends changes or new actions to TAG, Chief of Staff, and Human Resources Officer. Provides guidance and advice to TAG, senior commanders, supervisors, officers, commanders, and senior enlisted managers regarding statutory and regulatory requirements. Serves as the primary advisor regarding selection and performance of VAs.
(3) VICTIM SUPPORT SERVICES. Provides and informs the victim about available reporting options and benefits and/or limitations. Ensures that victims receive guidance and support during administrative, medical, investigative, and legal procedures; and ensures victims understand the processes involved. Coordinates for continuity of care (warm hand-off) with active duty or deployed SARC personnel to maintain the services and support the victim's needs after release from an active duty deployment or attendance of an active component school. Coordinates with other SARC personnel for warm hand-offs when service members transfer. Serves as the referral and resource to employees who report they are victims of sexual assault. Coordinates with Wing/Deployable SARC in assigning a VA to assist the victim immediately upon notification of the incident while ensuring confidentiality. Oversees the plan for and ensures the immediate safety and physical needs of the victim. Publicizes and advertises the DOD Safe Helpline and installation 24/7 response line and reporting procedures for sexual assaults to ensure 24/7, 365 response capability. Monitors services provided to victims of sexual assault from initial reports of sexual assault through disposition and resolution of the victim's health and well-being.
(4) TRAINING: Conducts, facilitates, and/or coordinates sexual assault prevention training for new hires, supervisors, and all members of the state National Guard. Provides training for VAs in accordance with training certification standards and approved content from DoD SAPRO. Ensures overall training management of sexual assault awareness, prevention training, and victim advocacy. Conducts senior leader training to increase awareness of sexual assault issues and offender behavior. Conducts annual refresher SAPR Program training for all assigned Brigade/Wing SARCs and all Battalion/Wing VAs within the state and tracks mandated hours of DoD bi-annual refresher training for all victim advocates.

Requirements from the Agency:
--Employee may be required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults. An on-call roster is developed to facilitate 24/7 capabilities, including the Brigade SARCs, Wing SARCs, to include Alt SARCs VAs, and collateral duty Victim Advocates when employees are off duty, on official leave, or TDY.
--The position is covered by the Domestic Violence Misdemeanor Amendment (30 September 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
--Irregular and overtime hours may be required to support operational requirements or contingencies.
--The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
--Background checks against all records as required by law, OPM, DOD, Army, Air Force, NGB policy and regulation will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis while employed in the position.
--Requires successful completion of an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain D-SAACP Certification within 6 months of hire.

GENERAL EXPERIENCE: Must have experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

If you are using Education to qualify for this position, Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.

There is no specific education requirement for this position. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

--Knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment.
--Knowledge of laws, regulations, executive orders, issues, etc., to include the National Guard and Air Force organizational structure, management policies, methods, and practices relating to sexual assault/sexual harassment victim advocacy, and related interpersonal violence.
--Knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/sexual harassment.
--Knowledge of training and education techniques to implement and deliver sexual assault/sexual harassment training.
--Skill in applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide victim support/assistance.
--Ability to employ various methods and techniques typical of a sexual assault/sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems.
--Skilled in managing a program, to include organizing an office, problem solving, motivating others to take necessary actions, and negotiating allocation of resources for the program which is primarily the amount of the budget and the allocation of part-time victim advocates.
