Summary

This position is located in the Enterprise Architecture Division (EA), Office of the Chief Information Officer (OCIO), Federal Election Commission (FEC). The primary purpose of this position is to serve as the Supervisor of the Applications Branch, Enterprise Architecture Division of the Office of the Chief Information Officer supervising all Branch programs, projects and functions.

This is not a bargaining unit position.

Duties

Help

As the Supervisory IT Specialist (Enterprise Architecture) in this position, you will:

  • Oversee the Applications Branch, guiding IT Specialists in methods, standards, and work quality. Manages staffing, resolves issues, and supports employee development. Ensure compliance with agency policies and promotes team collaboration.
  • Lead complex, multi-year IT initiatives, ensuring alignment with agency goals. Manage project planning, resource allocation, and contractor relationships. Provide strategic oversight, monitors progress, and reports to senior management on project status and budget adherence.
  • Collaborate with the Enterprise Architect to align IT strategies with organizational goals. Develop and implement enterprise architecture initiatives, ensuring compliance with security policies and enhancing system efficiency. Provide technical guidance and drives continuous improvement in IT infrastructure.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.

Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) that demonstrates each of the following competencies:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This must include activities such as: (1) Project management including full lifecycle application development processes ; (2) Managing contracts from negotiation to closure; (3) Assisting in the development of an enterprise architecture strategy, ensuring projects and programs align with IT-related strategies and plans.; (4) Providing guidance and direction in reviewing the appropriateness of quality control, change management, risk management principles, and IT disaster recovery protocols; (5) Managing a team by defining roles of each team member and establishing overall objectives.

Status candidates must meet time-in-grade/band requirements: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

In addition, you must provide a cover letter describing your experience with the competencies identified below:
  • Coalition Building and Customer Support - Ability to establish and maintain effective relationships with all levels of management, supervisors, and employees, as well as to partner with internal and external stakeholders. Proven ability to deliver exceptional customer support and service.
  • Communication Skills - Ability to communicate-both in writing and orally-in a manner that is clear, concise, well-organized, persuasive, and appropriate to the audience.
  • Contract Management - Experience in contract management including overseeing contracts throughout their lifecycle, from initial negotiation to closure. This includes maintaining clear communication with stakeholders, effectively managing risks, and ensuring vendor relationships uphold obligations for timely and budget-compliant project completion.
  • Management and Leadership - Ability to influence, motivate, and challenge others and to adapt your leadership style to a variety of situations. Ability and experience managing teams, promoting retention and diversity as well as complying with employment laws and policies that are applicable to federal workers.
  • Risk Management - Experience in IT quality control processes and change management. Knowledge of risk management principles and experience in mitigating IT risks. Experience with IT disaster recovery (DR) policies and procedures, including incident response protocols.
Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer or unpaid experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
