Summary

The Vice President for Programs, (VP-Programs), has primary responsibility for serving as the principal advisor to the President and CEO for all matters pertaining to the of Wilson Center's regional and thematic programs. Incumbent will analyze activity across the Agency's range of programs, with a key objective to support the program's ability to produce industry-leading publications and events that shape and inform foreign policy debates in Washington and internationally.

Duties

Help

  • The primary responsibility of this position is for the individual to serve as the principal advisor to the President and CEO for all matters pertaining to the management of the Center’s public service programs while providing strategic leadership to the public service programs themselves.
  • Leads the implementation and oversight of the Wilson Center’s mission and provides analysis and other executive-level support as a member of the senior leadership team.
  • Provide guidance and expert advice to the Wilson Center leadership team on complex projects, cross-regional and multidisciplinary programming while ensuring alignment with strategic and corporate objectives.
  • Advise leadership team on critical issues to facilitate Wilson Center decision making process and provide recommendations on major topics and complex integration programs.
  • Serve as the primary liaison and facilitate effective communications between the Board of Trustees, the leadership team, and staff, both internal and external to Wilson Center Programs on identified strategic projects.
  • Maintain current awareness of major technical developments that affect Wilson Center programs of interest and provide updates to the leadership team.
  • Provide subject matter expertise in the production of communications and briefing materials to enhance Wilson Center program effectiveness and integration.
  • Represent Wilson Center and related programs conducting ongoing collaboration and outreach with stakeholders and partners across the Center, US Government, and oversight organizations (e.g., Congress, etc.), as needed, to meet mission objectives.
  • Draft responses to requests from the White House, the Department of State, and other executive branch agencies and institutions, Congressional committees for Wilson Center programs to comply with applicable laws and regulations.
  • The incumbent directly oversees and coordinates the Center’s public service programs and provides guidance to these programs. Works with Program Directors and the Vice President of External Relations to determine suitable outreach activities to pursue and expand the Center’s media reach.
  • As a member of the Center’s leadership team, the incumbent attends regular management meetings with other executive and senior staff, contributing to the strategic planning and direction of the Center.
  • The incumbent serves as an ambassador for the Center, regularly representing it before public, media and scholarly groups.
  • Participates in important functions that include meeting and conducting official business with high-ranking officials of government and non-governmental agencies, as well as visiting foreign officials and dignitaries.
  • Authorizes funding, contracts, and travel for the Center’s program personnel and conducts/convenes regular meetings of the Program Directors.
  • Responsible for providing input on all human resources and time and attendance requirements, including recruitment, performance management, discipline, leave, timecard and travel approval, etc.
  • Supports the Institution’s equal employment and diversity activities and ensures the support of such polices in subordinate organizations.
  • Assists the Center’s Development Office with Center-wide fundraising activities, reviewing proposals for substantive and policy appropriateness. Performs other duties as may be assigned.

Qualifications

To qualify for this position, you must meet the specialized experience and any Key Core Competencies which will demonstrate your ability to perform the major responsibilities of the position.

MINIMUM QUALIFICATIONS:

Specialized Experience: 

Candidates must have directly related specialized experience. This experience must be at or above the GS-15 grade level or equivalent. Your resume must reflect experience: (1) Experience providing effective leadership and supervision to subordinates; and (2) Experience leading administrative operations for an organization, that include at least two of the following:

  • Successfully led programs and initiatives in the foreign policy arena and managed a team in a complex and fast-paced work environment
  • Experience assessing and formulating U.S. foreign policy
  • Evaluating and analyzing programs and operational business needs to optimize processes
  • Managing operational risks
  • Managing resource allocations
  • Developing and implementing agency strategic plans

AND

MANDATORY QUALIFICATIONS:

Applicants must address the following mandatory Specialized Experience Qualifications (SEQs), separate from their resumes. Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior Specialized Experience Qualifications (SEQs).

MANDATORY Specialized Experience Qualifications (SEQs): Maximum of two pages per SEQ.

1) Demonstrated ability providing effective leadership managing/directing a team and supporting initiatives in the foreign policy arena in a multi-tiered organization.


2) Demonstrated experience providing strategic leadership and direction in planning, implementing, and evaluating short- and long-range initiatives to support the Center's mission and cross-functional programs. 


3) Demonstrated experience leading and directing management support functions within a multi-tiered organization tasked with formulating U.S. foreign policy, including strategic and operational planning. 


4) Demonstrated ability to develop policies, plans, and strategic initiatives in alignment with international policies of the U.S. Government, including planning, implementation, and oversight of programs.

Additional information

The work is primarily sedentary; although it requires moving around to offices and/or to similar areas for meetings to conduct Agency business. May require standing in conjunction with travel and attendance at meetings and conferences away from the worksite.

Work is performed in a typical office setting that is adequately lighted, heated and ventilated.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated against the resume and mandatory qualification requirements. The candidate's experience will be reviewed in determining the degree to which he/she possesses each of the qualification requirements. You will not be considered for this position if you fail to submit qualification statements specifically addressing each mandatory technical qualification requirement. Failure to meet any of the Mandatory Specialized Experience Qualifications (SEQs) standards will eliminate you from further consideration. A preliminary review will be made by Human Resources. Candidates may then be evaluated by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus on the Best Qualified candidates. Only the individuals in the Best Qualified category will be referred to the hiring official for review.


Your application will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures using category rating. Candidates that are deemed qualified will be rated and assigned to one of the three following categories: Best-Qualified, Well-Qualified, or Qualified.

The Category Rating Process does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligible applicants who meet the minimum qualification requirements and have a compensable service-connected disability of at least 10 percent or higher will be listed in the highest quality category (except in the case of scientific or professional positions at the GS-09 level or higher).
