Summary

You will serve as a Field Operations Manager for the U.S. Small Business Administration (SBA), in the Office of Disaster Recovery & Resilience (ODR&R), Field Operations Center - West (FOCW) in Citrus Heights, California. This position manages the Field Operations department of FOCW. The incumbent is responsible for managing the field delivery of the ODR&R disaster loan program to homeowners, renters, businesses of all sizes, and private, non-profit organizations at disaster sites.

As a Field Operations Manager at the GS-0301-14, some of your typical work assignments may include:

  • Plans, directs, manages, evaluates and coordinates all aspects of disaster field operations in the delivery of the disaster assistance program.
  • Develops, implements and monitors procedures and processes to respond consistently to all types of disasters in compliance with established procedures and in cooperation with State, Local, and Federal officials.
  • Represents and serves as principal contact on the disaster declaration process at meetings and conferences within the organization and with other federal agencies, state and local officials, disaster victims, and the general public.
  • Personally or through subordinate supervisor(s) supervises and oversees staff performing field operations, Preliminary Damage Assessments (PDAs), loan closings, and administrative duties.
  • Assesses the need and demands of disasters and recommends necessary adjustments to program plans to accommodate fluctuating disaster activity, fluctuating staffing, budgetary limitations, or changes in program objectives as determined by FOCW and higher level management.
IMPORTANT NOTES:
  • This is a Permanent appointment in the competitive service with a full-time work schedule.
  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.
  • A valid driver's license may be required.

Qualifications

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

  • Overseeing, managing, or advising on the day-to-day operations of a disaster or emergency organization/program; AND
  • Developing, implementing, and monitoring policies, guidelines and procedures for disaster or emergency operations; AND
  • Assessing immediate needs and demands of disasters or emergency situations, planning for immediate and long-term needs, adapting, and applying appropriate mix of resources and skills required to meet the specific needs; AND
  • Acting as spokesperson by making public appearances, preparing presentations, talking points or speeches; AND
  • Leading or supervising a large, diverse, fluctuating workforce, assessing staff competency gaps, and devising plans to meet the staffing needs to carry out the work of the organization; AND
  • Communicating orally, or representing the organization, in meetings with high level government officials or private sector partners.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
