Major Duties and Responsibilities:

Assist the Intelligence Community (IC) program and resource allocation process that includes developing strategic resource management plans and strategies, conducting program and systems analysis, and independently evaluate programs and resources related to both the National Intelligence (NIP) and Military Intelligence Program (MIP) in the Near East and South Asia AOR.

Conduct in-depth, detailed analysis and evaluation of the Nation Intelligence Program (NIP) investments to independently document resource utilization, efficiency, productivity, and cost effectiveness levels.

Serve as a strategy resource advisor to the NIM and Deputy NIMs for the Near East and South Asia (NIM-NESA), and when appropriate attend meetings and represent the NIM-NESA position on their behalf.

Assist in the organization and coordination of the day-to-day activities of the NIM-NESA team and prepare and monitor all budget execution activities and make adjustments and corrections as needed; provide broad technical budgetary advice.

Leverage IC network to lead the development and presentation of resource-related findings, conclusions, options, and recommendations to ODNI and IC senior management.

Assist the NIM-NESA Program Director team.

Maintain situational awareness of significant issues affecting NIM-NESA and the broader community and alert senior NIM-NESA and ODNI / DDNI/II staff regarding emerging resource issues that affect the office.

Assist the development and preparation of internal and external memoranda, tasking responses, and other correspondence, to include policy analysis documents in response to tasking from policymakers.

Lead, plan, and author IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and/or other analytic products applying extensive subject matter knowledge to support the IC senior leadership in making informed programmatic decisions.

Direct and support programmatic operations of the NIM South Asia office and liaise with senior officials to ensure strategic alignment and direction with the ODNI staff and IC enterprise.

  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

Extensive experience related to US Intelligence Community budget planning and execution.

Demonstrated representational, oral and written communication skills, including a demonstrated ability to produce clear, logical, and concise products.

Demonstrated ability to manage competing priorities in a fast-paced environment; work independently; analyze complex data; prioritize tasks, identifying and solving problems with resourcefulness and creativity.

Extensive organizational and interpersonal skills, including demonstrated ability to lead IC-wide teams, and effectively and independently coordinate and lead collaborative efforts.

Bachelor's degree or equivalent experience as determined by mission specialty area.

Desired Requirements:

Demonstrated leadership skills and ability to lead interagency working groups and initiatives to synchronize and advance UIS objectives.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
