Affairs Branch


The following are the duties of this position at the full working level.

  • Acts as staff liaison in screening visitors, monitors phone calls and complaints, and direct others to appropriate parties, exercises considerable judgement in disseminating information and refers business requiring specialized response to the appropriate specialist within the organization. The incumbent is authorized to provide readily available information to callers upon determination of their right to receive it. Personally prepares responses from source material. Promotes an IRA's image, mission, and objectives. Documents any external relationship problems or conflicts that impede progress; refers them to mangers who ensure that all involved parties work effectively toward timely completion of the project. Participates in the development of various informational materials to promote and publicize programs, services, activities, and events, providing support with the effective presentation of program information, services, and activities, and assisting with media relations.
  • Conducts in-depth analyses of project data, requirements, and impact; identify trends and problem areas in real
    time and provide recommendations on how to resolve them. Establishes a system to review, control and report on
    project status. Plans, coordinates, and establishes operating methods and procedures for accomplishment of
    project mission; as needed, direct the development and accomplishment of employee training relating to the
    project. Monitors project status and adjust work plans for project accomplishment. Manages project resources to
    meet goals and objectives. As needed, recommend adjustment of resources. Analyzes, researches, and evaluates
    issues as directed by the Manager obtaining information from various sources, and providing recommendations to
    the Manager.
  • Reports on incidents, events, or updates to learn from them and improve future processes and relationships.
    Prepares recommendation for resource requirements to accomplish the project; negotiate with managers of various components to obtain needed resources and support. After consultation with the manager, prepares
    directives, issuances, memoranda, policy statements, and other written guidelines and recommendations
    relating to the project. Conducts briefings and prepares comprehensive reports to keep managers and
    executives advised of project plans and progress and to communicate findings and recommendations.
    Composes, prepares, and proofreads various correspondence, reports, presentations, resolutions,
    proclamations, and other complex documents.
  • Performs other duties as assigned.


This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-09
To be minimally qualified for this position you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience must include one or more of the following: experience with professional oral and written communication to articulate conclusions, assist customers in resolving tax matters, and/or gathering data for reports to internal and external audiences; experience with tracking systems, such as E-trak, to escalate appropriate correspondence; experience with analytical tools, to measure customer satisfaction; experience assisting in projects/studies.
OR two (2) full academic years of progressively higher level graduate education in any field of study from an accredited college or university.
OR Master's or equivalent graduate degree in any field of study from an accredited college or university.
OR LL.B or J.D., if related.
OR a combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE: GS-11
To be minimally qualified for this position you must have at least one (1) year of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience must include two or more of the following: experience researching emerging technologies to resolve and respond to inquiries from customer requests; experience with tracking systems, such as E-Trak, to escalate appropriate correspondence; experience with analytical tools to measure customer satisfaction; experience assisting negotiating and resolving operating problems with stakeholders; experience with professional oral and written communication to articulate conclusions, reports, and memorandums to internal and external legislative audiences; experience assisting in projects/studies involving legislative matters and Congressional casework.
OR three (3) full academic years of progressively higher level graduate education in any field of study from an accredited college or university.
OR PH. D or equivalent doctoral degree in any field of study from an accredited college or university.
OR LL.M., if related
OR A combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE: GS-12
To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to GS-11 level. Specialized experience must include two or more of the following: experience influencing managers to accept and implement project recommendations; experience assisting with developing program guidance to meet organizational goals; experience with analytical tools and techniques (i.e., quantitative, qualitative) to measure customer satisfaction; experience negotiating and resolving operating problems with stakeholders; experience with professional oral and written communication to articulate conclusions, reports, and recommendations to internal and external audiences; experience with pertinent laws, policies, regulations, and precedents applicable to tax law; experience handling confidential information; experience assisting in projects/studies involving legislative matters and Congressional casework.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.   • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
