Monitors all circulation and technical service operations and resolves problems and deviations. Responsible for all technical service operations. Trains new staff in circulation and technical services procedures and processes. Evaluates circulation and technical service policies, procedures, and processes and recommends improvements. Performs descriptive cataloging which does not involve extensive searching or long descriptions by modifying existing records to match the items on hand. Assists librarian in developijng the library marketing plan. Develops publicity and marketing materials for review and approval. Assists librarian in developing and implementing programming such as the annual Summer Reading Program, story times, and other library events and activities including educational and recreational classes. Administers library progrms and prepares an after-action report and evaluation. May help prepare, verfity, and process procurement purchase requests in accordance with procurement guidelines, regulations, general library philosophies, and funds procedures for various funding sources as directed by the librarian. Collects bibliographic data for ordering library materials. Conducts library tours and orientations. Uses varied and advanced functions of work processing to prepare, format, modify, edit and print a variety of letters, memos, and other text documents. Receives and transmits electronic mail and attachments. Accurately, and in a timely manner, resolves circulation and technical services problems and deviations. Help monitors library expeditures, account balanceds, and financial records. Utilizes on-line databases and computer systems to facilitate circulations, technical service and reference duties. Performs other related duties as assigned.

The work performed requires an extensive knowledge of the library's resources and substantial responsibility for a range of the library's activities and services, including ready reference, circulation, administration, and collection maintenance, subscription maintenance, publicity, and public relations.
The work requires either a knowledge of standard, professionally accepted techniques and methods of a library, library system, or a specialty area to perform complex support work, or to carry out limited projects that incolve the use of a variety of specialized technical methods and procedures. This includes:
Knowledge of the larger library or library system's practices and procedures in functions such as circulation, organization of the material, and preservation to manage a small branch under general professional guidance; knowledge of bibligraphic data elements and cataloging rules to perform limited orignal description,, or preliminary cataloging of monographic-type material.
