Duties

Help

  • Leads assigned program, portfolio and/or product line teams in identifying, distributing and balancing workload and tasks among employees.
  • Responsible for defining and guiding high-level product / application portfolio goals and Roadmaps.
  • Reviews assigned program, platform and/or product line effectiveness with a view toward efficient accomplishment of objectives, goals, maximum utilization of funds and personnel.
  • Supports efforts of Microsoft Azure architecture to design, configure, implement, maintain and optimize SaaS, PaaS, and IaaS products for agency-wide use in meeting business and security requirements. 
  • Provides guidance, justifications for major program, platform and/or product change recommendations, mitigates risks, and introduces new technologies.
  • Provides advice on work methods, practices, and procedures and assists the team and/or individual members in identifying the parameters of a viable solution
  • Represent the program, portfolio and/or product team and conveys the team's findings and recommendations to other team leaders, program officials, leadership, and stakeholders.
  • Determines all resources required to plan, analyze, develop, implement, or manage the assigned programs, portfolio, and/or product line(s), and submits funding requests for resources through the FDIC budget process.
  • Acquires corporate and vendor IT services, equipment and other necessary items.

The candidate selected will be offered a term appointment not-to-exceed 4 YEARS, which may not be extended beyond the maximum four year time limitation

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service.  
Specialized experience is defined as leading or managing IT transformation program teams that include platforms or product lines involving enterprise wide efforts, development activities, migration efforts from on premise to Azure cloud platform, or architectural changes, engaging multiple vendor.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Salary reflects a pay cap for this position of $252,500.

Selectee(s) for this position will be required to report to their duty station office two days per week.

Skill in managing Federal programs and projects, use of Agile, DEVSECOPS, System Development Life Cycle (SDLC), Information Technology Infrastructure Library and practices and methods of customer relationship management, program, platform/product, and project control, information processes, and resource management.

2. Skill applying enterprise architecture and aligning to government wide Capital Planning and Investment Control.

3. Ability to thrive at the cross-section of technical/infrastructure background along with financial/analytical experience.

4. Skill in supporting Microsoft Azure architecture to design, configure, implement, maintain and optimize SaaS, PaaS, and IaaS products for agency-wide use in meeting business and security requirements.

5. Skill in managing technically complex program, platform and/or product lines.

6. Ability to communicate orally.

7. Ability to communicate in writing.

8. Skill in applying program, platform, and/or product management principles, methods, and practices.

9. Ability to formulate, execute, monitor, and report budgets for large and complex programs spanning multiple technology disciplines.

10. Ability to plan, organize, lead, and conduct comprehensive technology and acquisition analyses that affect a broad spectrum of IT and other technical programs, platforms and/or products and tasks.
