***This position is temporary in nature and is not to exceed 2 years. This is strictly a temporary appointment where there is no permanent need or permanent funding available for the work involved. This position is subject to the project needs of the Agency. Therefore, the appointment could be terminated at any time due to shortage of work or shortage of funds without any advance notice. If project work continues however, it could be extended beyond the 2-year time frame at the sole discretion of the Agency. As a non-permanent employee, you may also be separated for failure to meet management’s expectations, with no advance notice.***

The position requires work-shift flexibility to include day, evening or night shift tours of duty and weekend work.

MAJOR DUTIES:

The individual selected for this position will be responsible for oversight of assigned construction activities on and off the Capitol Campus, to include the following:

- Serves as an on-site inspector for various civil, structural, architectural, and mechanical projects and day-to-day phases of construction.

- Inspects multi-million dollar construction projects affecting structures that are of great historical significance to the nation; Examines building materials, work methods and workmanship to ensure each part of the structure meets high quality standards.

- Inspects electrical, mechanical, civil and architectural materials and equipment delivered to the construction site.

- Performs the duties of the Assistant Contracting Officer’s Representative (ACOR) and acts as the COR in their absence. 

- Monitors construction activities to ensure work is performed in full compliance with construction documents. 

- Executes the USACE’s three phase construction Quality Assurance process.

- Receives and analyzes P6 monthly schedule updates and pay applications and makes recommendations to the CO for progress payments. 

- Utilizes computing equipment and popular software such as MS Office and have the ability to utilize AOC software such as eBuilder and Prolog.

- Coordinates construction activities with consultants, in-house work forces, the Construction Division, Superintendents' Offices, and United States Capitol Police.

- Assists the CO in the preparation of stop work orders, Cure Notices and default letters. Attends and participates in kick-off, pre-construction, progress, client and stakeholder, negotiations and contract modification meetings.

- Reads, understands, and interprets complex drawings and specifications and coordinates work with multiple disciplines.

- Participates in design review conferences and assists in the reviews of Scopes of Work (SOW), plans and specifications prior to implementation of changes to assess construction feasibility and practical accomplishment.

- Reports on worksite conditions, safety requirements, work in progress concerning performance, safety, progress, equipment use, accidents, visitors, weather conditions and unusual happenings.

- Provides timely written documentation in the form of daily construction reports, capturing work performed and whether work is in compliance with contract documents.

- Identifies work not in compliance, maintains a list of deficiencies, develops draft notices to comply for the COR to issue, and tracks deficiencies for timely correction.

- Reviews shop drawings, preparing and coordinating responses to contractor requests for information, as well as, answering correspondence.

- Performs other duties as assigned.

Qualifications

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-11) grade level in the Federal service. 

Specialized experience for this position includes: 

  • Conducting inspection of construction projects to ensure proper quality of work and compliance with contract specifications and requirements.
  • Monitoring the execution of new construction, renovations, infrastructure improvements, and/or building upgrade activities.
  • Assisting the Contracting Officer and/or Contracting Officer's Representative (COR) with contract administration such as statements of work, performance standards, and evaluation functions.
  • Working with on-site and off-site engineers, architects, contractors, and craft workers on construction or design issues and recommending improvements.
