Duties

Help

  • Serves as Command's lead for FOIA programs/initiatives covering a command population of over 10,000 personnel and provides the single authoritative FOIA source of expertise for a Command Headquarters, Collegiate staff/faculty/students, and multiple tenant units. Manages, administers, and implements the program per congressional mandate, Public Law 90-23 and as amended by Public Law 93-502, DoD and Air Force Policy.
  • Serves as the Command lead for the Privacy and Civil Liberties program spanning an .Edu domain and .Mil domain used by 9,000 network clients and provides the single authoritative Privacy Act source of knowledge for a host Air Base Wing, an AF Headquarters, Collegiate staff/faculty/students, and multiple tenant units. Develops procedures and controls for the implementation of the 1974 Privacy Act.
  • Responsible for initiating, implementing, and administering Command-level program to meet the congressionally mandated requirements of Public Law 104-13, the Paperwork Reduction Act of 1995. Ensures USAFA meets Public Law 104- 13 which requires all Federal departments and agencies that collect information from 10 or more members of the general public on an annual basis to seek Office of Management and Budget (OMB) approval.
  • Ensures records management policies and procedures are in compliance with Title 44 United States Code, Section 2904; The Federal Records Act; and DoD and AF Directives. Establishes policy, training, guidance, and instruction for USAFA records management programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes an In-depth understanding of a variety of National Archives and Records Administration (NARA), DoD, Freedom of Information Act, Privacy Act and Records Management program policies and procedures as well as the concepts of electronic technologies involved in managing the process pertinent to the release of information to the public.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and skill in the application of DoD, Joint records and information management principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
2. Knowledge of the Freedom of Information Act (FOIA), and Privacy Act (PA), Vital Records Program, and the Records Information Management System (RIMS) to include Web RIMS.
3. Knowledge of the Electronic Records Management (ERM) requirements and all hardware/software requirements associated with the system. Ability to communicate effectively, both orally and in writing, to gain cooperation from others within the federal government and the general public through tact, courtesy, and diplomacy.
4. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Ability to determine need for, develop, and conduct classroom training and instruction.
5. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
6. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures. Ability to devise program objectives or performance goals and assess options towards their achievement.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
